About this file

This is a Single Source Justification for a Simplified Acquisition issued by the Air Force Test Center (AFTC/PZIA) at Arnold Engineering Development Complex (AEDC). The contracting activity seeks to award a firm-fixed price purchase order to Pratt & Whitney Canada (PWC), a large business vendor, for PWC Engine Technical Support services. The estimated contract cost is $98,000.00 for a 12-month period of performance, with award required as soon as possible using certified Fiscal Year 2026 Research and Development funds (3600 account).

The requirement involves technical expertise services including specifications guidance, interfacing, communications, hardware analysis, and troubleshooting to support engine testing. Specifically, AEDC must conduct a sand and dust ingestion test to assess engine deterioration from operational use in austere landing environments. PWC is justified as the sole source because it is the Original Equipment Manufacturer of the engine and holds exclusive technical knowledge critical to the test campaign. Contractual agreements between AEDC and the aircraft manufacturer prevent direct communication with the manufacturer, making PWC's involvement the only permissible course of action. Market research efforts included an AbilityOne search (18 November 2025), contact with PWC (26 August 2025) confirming no authorized service providers can meet the requirement, a System for Award Management verification (18 November 2025), and issuance of a Notice of Intent on SAM.gov (19 November 2025) that generated no competitive responses by the 24 November 2025 deadline. The Contracting Officer's determination was signed on 12 December 2025, confirming that circumstances deem only a single source reasonably available under FAR 13.106-1(b)(1).

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: AFTC/PZIA (Arnold)

Project/Program Name: PWC - Engine Technical Support

Purchase Request / Local ID Number: F1EEDP5324A001

Estimated Contract Cost (including Options): $98,000.00

Section B: Description of the Supplies/Services Required

The Government has a requirement for technical expertise services which include guidance for -specifications, interfacing, communications, hardware analysis and troubleshooting to support -engine testing. AEDC has been directed to conduct a sand and dust ingestion test assessing the engine's deterioration rate resulting from operational use, specifically repeated landings in austere environments.

The anticipated basic contract line item number (CLIN) structure is as follows:

CLIN Service Description

0001 PWC Technical Support

As reflected in the Program Manager's Independent Government Cost Estimate (IGCE), which is based on preliminary market research, the total estimated price to meet the subject requirement is $98,000.00 for a 12-month Period of Performance (PoP). To meet this requirement, the Government intends to award a new, single, firm-fixed price (FFP), purchase order (PO). Certified Fiscal Year (FY) 2026 Research and Development (3600) funds have been received and will be used to fund this purchase order. Award is required as soon as possible.

Section C: Justification for Soliciting from a Single Source or Brand Name

This individual single source justification is to support AFTC/PZIA's intended action to solicit and negotiate directly with Pratt & Whitney Canada (PWC), a large business vendor, IAW FAR 13.106-1(b) (1)(i) utilizing FAR part 37, FAR part 12, and part 13 procedures, to meet the commercial subject requirement.

Based on the market research efforts discussed in Section D below, PWC is currently the only interested/ capable vendor in the market to meet the Government's requirement. Therefore, use of the authority at FAR 13.106-1(b)(1)(i), which states “Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available,” is appropriate to meet this requirement.

PWC is the Original Equipment Manufacturer (OEM) of the - engine and holds the exclusive technical knowledge critical to supporting the test campaign. Due to contractual agreements with the aircraft manufacturer, AEDC is unable to communicate directly with them. Consequently, PWC's involvement is the only permissible course of action and further testing is not possible without direct

Section D: Efforts to Obtain Competition

AbilityOne: The AbilityOne Procurement list of Products and/or Services, located at the following website https://www.abilityone.gov/procurement_list/, was queried on 18 November 2025 to determine if a service (or any similar service) could meet this requirement. Upon conclusion of this query, it was determined that the AbilityOne Program cannot fulfill this requirement.

Additionally, there are no mandatory use policies that apply to this acquisition, and, based on market research, there are no existing enterprise solutions available that can be leveraged to meet this acquisition.

Contact Known Source: PWC is the Original Equipment Manufacturer (OEM) of the engine. As such, PWC was contacted by PZIA on 26 August 2025 to determine if there are any authorized service providers that can meet the requirement. Per PWC, only PWC can provide the technical expertise required.

SAM Search: A search of the System for Award Management (SAM) website was conducted on 18 November 2025 confirming PWC has an active profile, is a large business, and has no active exclusions in the Responsibility/Qualification section of SAM.

Notice of Intent: A synopsis of proposed contract action in the form of a Notice of Intent (Notice ID:

FA910126EngineTechSupport) was issued on the SAM.gov website (IAW FAR Subpart 5.2) on 19 November 2025 to provide notification that PZIA intends to solicit and negotiate with a single source, Pratt & Whitney Canada. Responses to the notice were due to PZIA on 24 November 2025 in which PZIA received no responses.

IAW FAR 10.001(a)(2)(iii), market research was conduct appropriate to the circumstances before soliciting offers for acquisitions with an estimated value less than the simplified acquisition threshold and the circumstances justify its cost and to the maximum extent practicable.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

At this time, Pratt & Whitney Canada, as the OEM, is the only commercially available source that can meet the Government's requirement as they hold the technical expertise and knowledge that is critical to supporting the test campaign. In an effort to preclude future sole source awards to meet the same or similar requirements, a market survey will be conducted to determine availability of commercial sources.

The Government will conduct market research for subsequent engine technical support service acquisitions to determine which acquisition strategy is in the best interest of the Government.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
