About this file
This Single Source Justification (Simplified Acquisition) document details a 2-year maintenance and calibration contract for two Riegl laser scanners (Serial Numbers H2223743 and H2223697) with the Department of the Air Force. The maintenance services include analyzing housekeeping data, inspecting internal calibration and optical components, mechanical and electrical component inspection, testing laser module and communication systems, and inspecting the precision camera mount. RADES will ship the scanners to Riegl USA in Winter Garden, FL for servicing, with Riegl Austria performing the maintenance and Riegl USA returning the serviced scanners to Hill AFB.
The contract is justified as a sole source procurement due to the proprietary nature of the Riegl VZ-2000i TLS scanners, with the manufacturer's exclusive authorization and centralized service structure being key factors. Despite conducting a comprehensive internet search for alternative vendors specializing in survey equipment repair, no viable alternatives to Riegl were identified. The local provider, Monson Engineering, confirmed they lack the required certification to service the laser scanners. The contracting officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available for this contract action.
