Section C: Justification for Soliciting from a Single Source or Brand Name

Market research was conducted and one source, Atlantic Models, was interested and capable of fulfilling the governments requirements.

Additionally, it was discovered that Atlantic Models is a Certified Woman Owned Small Business (WOSB)., and meets the criteria set forth in FAR 19.1506. Therefore, this effort will be acquired on a Sole Source basis, IAW with FAR 6.302-5(b)(7).

FAR 6.302-5 (b)(7) Full and open competition need not be provided for when–Sole source awards under the WOSB Program– 15 U.S.C.

637(m) (see 19.1506).

As such, FAR 19.1506(b) states The contracting officer shall consider a contract award to a WOSB concern (including EDWOSB concerns) eligible under the WOSB Program on a sole source basis (see 6.302-5(b)(7)) before considering small business set-asides (see 19.203 and subpart 19.5) provided none of the exclusions at 19.1504 apply and-

(1) The acquisition is assigned a NAICS code in which SBA has determined that WOSB concerns are substantially underrepresented in Federal procurement;

(2) The contracting officer does not have a reasonable expectation that offers would be received from two or more WOSB concerns (including EDWOSB concerns); and

(3) The conditions in paragraph (c) of this section exist.

And, FAR 19.1506(c)(1) states the anticipated award price of the contract, including options, will not exceed-

(i) $6.5 million for a requirement within the NAICS codes for manufacturing; or

(ii) $4 million for a requirement within any other NAICS codes.

Section D: Efforts to Obtain Competition

In accordance with (IAW) FAR part 10, market research was conducted by means of Dynamic Small Business Search, Thomas Industry Search, NAICS cross-reference search for model makers, and Beta.Sams.Gov notices, and direct contacts with similar potential sources.

On 16 December 2019, a sources sought synopsis was posted to Beta.Sams.Gov , ALCMREPLICA20, seeking under-represented Women Owned Small Businesses (WOSB's) in accordance with NAICS code 339999, miscellaneous manufacturing, illustrated on the Small Business Administration WOSB underrepresented listing. The sources sought synopsis closed 7 January 2019 resulting in one interested vendor that met the qualifications as a WOSB IAW FAR part 19, therefore; sole source to WOSB IAW FAR part 19.1506(b)(c) was contemplated.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This acquisition is for a one-time buy. No further steps to be taken.
