I. Contracting Activity.

This Sole Source Justification (SSJ) is to request authority for Other Than Full and Open Competition supporting requirements generated for the 402 CMXG-EN. The Contracting Activity for this requirement is Air Force Sustainment Center (AFSC)/PZIMA. The purchase request number supporting this contracting action is: F3QCCL2318A006.

II. Nature and/or description of the action being processed.

Due to the circumstances described herein, the activity requests authority to acquire Custodial Services for Robins North using Other Than Full and Open Competition as prescribed by 10 U.S.C 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). This acquisition will result in the award of a new contract which will be for a basic year and four (4), one (1) year options.

The current contract, FA8571-21-P0039 was awarded to Good Vocations, Inc on 01 March 2021.

III. Description of supplies/services required to meet agency needs.

This is a sole source requirement. The contractor shall provide all personnel, management, tools, equipment, labor and travel necessary to ensure that custodial services are performed at 1821 Avondale Mill Road, Macon, Georgia 31216 for 402 CMXG-EN in a manner that will maintain a satisfactory condition and present a clean, neat and professional appearance.

The contractor shall accomplish all cleaning tasks and frequencies identified in Appendix A in order to meet the requirements of the PWS. Estimated square footages are established in Appendix B. Facility drawings of areas cleaned are established in Appendix D. All work performed by the Contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force (HAF) standards, instructions and commercial practices.

This requirement shall be firm, fixed price and is for a basic year and four (4), one (1) year options.

Use of AbilityOne program participation is mandated by FAR 8.7, Acquisition from Nonprofit Agencies Employing People Who are Blind or Severely Disabled.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Use of AbilityOne program participation is mandated by FAR 8.7, Acquisition from Nonprofit Agencies Employing People Who are Blind or Severely Disabled. Good Vocations Inc is the AbilityOne local participant in the AbilityOne program. Good Vocations Inc is a capable vendor, providing these same services for Robins Air Force Base for approximately 18 years. Good Vocations Inc is dedicated to providing high quality, dependable service within budget and up to Government standards. The custodial services specialize in comprehensive janitorial and maintenance services for private companies, Government agencies and institutional facilities of all sizes on a contract basis. Services offered: General cleaning, commercial carpet cleaning, rest room care, window cleaning, floor stripping, floor waxing and floor buffing. The custodians are carefully trained, screened and supervised, handling all custodial needs or supplement current custodial providers by supplying part-time, occasional or even one-time special event services.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A General Services Administration (GSA) query was ran and a search of the Dynamic Small Business Search (DSBS) was conducted utilizing NAICS 561720 - Janitorial Services, using keywords, "Custodial" and using southeast location criteria revealing nine (9) 8(a), three (3) HUBZone, and 1 Small Disadvantaged Owned Business. However, the companies the queries returned are not capable because they do not meet the AbilityOne participation program mandated by FAR 8.7, Acquisition from Nonprofit Agencies Employing People Who are Blind or Severely Disabled.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

This acquisition will follow procedures of FAR 13.5, Simplified Procedures for Certain Commercial Items. The overall cost of this acquisition will be negotiated in accordance with procedures in FAR Part 12 and FAR 13.106-3(a)(2), and a statement of price reasonableness ensuring the ultimate price to the Government is fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was completed October 31, 2022, in accordance with FAR Part 10.001 and 10.002, to determine whether chances have occurred that offer potential solutions other than that provided by Good Vocations Inc.

A search of the Dynamic Small Business Search (DSBS) was conducted utilizing NAICS 561720 - Janitorial Services, using keyword, "Custodial" and using southeast location criteria revealing nine (9) 8(a), three (3) HUBZone, and 1 Small Disadvantaged Owned Business. This query produced 102 total potential vendors. See DSBS query.

A GSA query was also ran and returned 148 total query results. See GSA query.

However, the companies the queries returned are not capable because they do not meet the AbilityOne participation program mandated by FAR 8.7, Acquisition from Nonprofit Agencies Employing People Who are Blind or Severely Disabled.
