About this file
This document is a Justification for Sole Source Procurement (Open Market or GSA) under $250,000 for the Centers for Disease Control and Prevention to acquire a Piccolo Xpress Blood Chemistry Analyzer from Abbott Laboratories.
The justification states that Abbott's Piccolo Xpress Analyzer is the only product that meets the program's requirements to detect total cholesterol and triglyceride concentrations in a dynamic range of 20mg/dL to 500mg/dL, which is needed to adjust measurements of persistent organic pollutants. Market research was conducted, but other point-of-care devices did not meet the required measurement range. The estimated procurement amount is $XX,XXX. This sole source acquisition is justified under FAR 13.106-1(b) for purchases under the simplified acquisition threshold. The document includes program office and contracting officer certifications.
The related federal contract opportunity announces the CDC's intent to award a sole source firm fixed price purchase order to Abbott for the Piccolo Xpress Analyzer. Interested parties may submit capability statements by May 14, 2024, but this is not a competitive solicitation.

JUSTIFICATION FOR SOLE SOURCE PROCUREMENT (OPEN MARKET OR GSA)
UNDER $250,000
Sole source acquisitions may be used on a limited basis and only when the Contracting Officer’s Representative (COR)/Program Official has provided sufficient justification and the Contracting Officer has determined that the circumstances warrant such action. The content for a justification must contain detailed facts and rationale to justify the sole source acquisition. Soliciting from a single source must be done in accordance with FAR 13.106-1(b) or 8.405-6. At a minimum, the following information must be included:
Identification of Program Office, Contracting Activity, and Proposed Requirement, Justification and Program Office Certification:
A. Program Office:
National Center for Environmental Health Division of Laboratory Sciences Centers for Disease Control and Prevention Organic Analytical Toxicology Branch 4770 Buford Hwy NE Atlanta, GA 30341
B. Contracting Activity:
Centers for Disease Control and Prevention Office of Financial Resources Acquisition Branch V
C. Identification of Requirement:
1. Nature of Action to be Approved by Contracting Officer:
a. Sole source acquisition of: Piccolo Xpress Blood Chemistry Analyzer
b. Procurement Request (PR) Number (if available): 84730
2. Proposed Vendor and Estimated Procurement Amount (if available):
a. Proposed Vendor: Abbott
Abbott 400 College Road East Princeton, NJ 08450
Sales Rep: Mona Landua Phone: 678-357-7579 Email: mona.landua@abbott.com
b. Estimated Procurement Amount: $XX,XXX.00
Rev. 5/14/19
3. Is the requirement on GSA Schedule? ☐ Yes ☒ No
If yes, provide schedule number:
D. Justification:
1. The justification for this non-competitive action is:
☒ In accordance with FAR 13.106-1(b)(1), “only one source [is] reasonably available” which states that, “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). (ii) Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand- name.”
☐ Urgency
☐ Exclusive licensing agreements/Proprietary data
☒ Brand name required
☐ Industrial mobilization
☐ Other (e.g., compatibility, space issues, continuity, compatibility, etc.)
☐ In accordance with FAR 8.405-6 “Limiting Sources” which states that, “the only circumstances that may justify the action are – (A) An urgent and compelling need exists, and following the procedures would result in unacceptable delays; (B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or (C) In the interest of economy and efficiency, the new work is a logical follow-up to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original BPA must not have been previously issued under sole-source or limited-sources procedures.”
☐ Urgency
☐ Only One Source
☐ Logical Follow Up
☐ Brand name required
2. Other facts supporting sole source procurement:
a. What can this product/service do that other products/services cannot do?
The Piccolo Xpress Blood Chemistry Analyzer, Abaxis Inc., sold by Abbott used for point-of-care will have the ability to help the Persistent Organic Pollutants Laboratory (POPL) analyze total cholesterol and triglyceride concentrations in a dynamic range that includes 20mg/dL to 500mg/dL. Although less than 1% of the general population has a triglyceride concentration of less than 40mg/dL, the Piccolo Xpress analyzer will allow us to detect lower and give true accurate and precise readings all while savings space and money. In addition, it has the centrifugal action to mix reagents and sample all which reducing procedural errors. After using various sites, including GSA to conduct market research on other potential point-of-care devices and discovering their limit measuring range, increased size, and being more expensive also lacked the minimum program requirements. Therefore, the best fit device for the POPs Lab is the Piccolo Xpress Blood Chemistry Analyzer sold by Abbott.
b. What other products/services were considered and why did they not meet the need?
The Cholestech LDX by Alere was considered but the dynamic range of this equipment does not meet the lower end of the minimum program requirements for triglycerides of 20mg/dL, therefore it would not be beneficial to the POPs lab analysis. It would be a waste of money and time purchasing the Cholestech LDX due to the limited measuring range.
3. Program Office efforts to seek potential offerors:
Market research was conducted using multiple search engines and GSA advantage for vendors selling cholesterol point-of-care devices with specific measuring ranges (20mg/dL to
500mg/dL for cholesterol and triglycerides). The Piccolo Xpress Blood Chemistry Analyzer by
Abaxis fits within our program standards. Also, it’s compacted, light weight, fully automated and doesn’t require a lot of bench space, which is very important due to the limited space in the lab. There are two specific vendors who are familiar with government accounts and are able to sell this instrument, McKesson and Abbott. Abbott has more experience and knowledge of POC devices, but also is the main source of contact for McKesson, therefore eliminating the 3rd party vendor and going directly to the source will avoid any potential issues, save time, and money in the long run.
