About this file

This is a memorandum documenting a request to restrict competition for a sole source, FAR Part 12 acquisition under PID N00167-26-SIMACQ-CD-61-0135 for portable reflectometer systems and associated measurement equipment. The Naval Surface Warfare Center Carderock Division (NSWCCD) is procuring Surface Optics Corporation (SOC) reflectometer systems and calibration equipment for field verification and quality assurance of specialized military coatings. The procurement includes three SOC 410-DHR Measurement Heads, one SOC 410-Solar Measurement Head, one SOC ET100 Emissometer Measurement Head, three SOC 410 Series Command Modules, one Remote Control Unit, and four NIST-traceable calibration coupons. The estimated dollar value falls below the simplified acquisition threshold (SAT).

The requirement is restricted to sole source procurement based on exclusive licensing agreements and specialized technical capabilities. Surface Optics Corporation is the only OEM that manufactures portable reflectometers capable of measuring Directional Hemispherical Reflectance in the 0.9 to 12.0 micron spectral range across six specific sub-bands at two incidence angles (20 and 60 degrees), and is the only system qualified by the U.S. Army and Marine Corps for these specialized measurements. The SOC equipment has been pre-authorized through the ITPR 455026 process. The related Notice of Intent solicitation (N0016726Q1149) requests capabilities statements from interested parties by 9/18/26 at 12:00 PM EST, with submissions directed to steven.w.besanko.civ@us.navy.mil. The NAICS code is 334516 with a small business standard of 1,000 employees.

MEMORANDUM

Subj:
Request to Restrict Competition for FAR Part 12 Acquisition NTE SAT
PID#:
N00167-26-SIMACQ-CD-61-0135
Subj:
Request to Restrict Competition for FAR Part 12 Acquisition NTE SAT

This requirement is for a commercial product or commercial service that is not expected to exceed the simplified acquisition threshold (SAT) and FAR Part 12 procedures will be used for the purchase. FAR 12.102(a) states that the decision to restrict competition, including the use of brand name descriptions without allowing for “equal” products, must be documented. The Requirements Owner requests approval to restrict competition for the identified PID# for the reasons stated in Section III and submits this memorandum to document the basis for the request pursuant FAR 12.102(a).

I. TYPE OF RESTRICTION REQUESTED

SELECT ONE

☒
Sole Source. A sole source procurement means only one source for the required commercial product or service is reasonably available based on the information provided and certified by the Requirements Holder, e.g., exclusive licensing agreement, direct replacement, etc. “Sole source” restricts who can sell the product/service to the Government. If there is only one authorized dealer or reseller, select “Sole Source.”
☐
Brand Name. A brand name procurement means that the requirement includes a brand name description, specifies a particular brand name product, or the features of the product are particular to one manufacturer. “Brand name” restricts what can be sold to the Government but not who can sell it. If there is more than one authorized dealer or reseller, select “Brand Name.”

Federal Supply Schedule (FSS). See FAR 8.401(b). Enter FSS#: Click or tap here to enter text.
☐
Exception to Fair Opportunity. See FAR 16.507-6. Select one below.

II. REQUIREMENTS DESCRIPTION

Provide a brief description of the requirements.

The Surface Optics (SOC) 410-DHR Measurement Head is a surface reflectometer measurement head which measures Directional Hemispherical Reflectance in the 0.9 to 12.0 microns spectral range; six sub-bands (0.9-1.1, Source Selection Information – See FAR 2.101 and 3.104

1.9-2.6, 3-4, 3-5, 4-5, 8-12) and at two incidence angles 20° and 60°. The SOC 410 DHR is a portable device for the verification of the optical properties of large objects in the field. The SOC-410 DHR was specifically developed in coordination with the Navy for field quality assurance and system verification of highly specialized coatings. The Surface Optics (SOC) 410-Solar Measurement Head is a surface reflectometer which measures solar absorptance and provides specular, diffuse and total reflectance in seven sub-bands in the 335 to 2500 nm spectral range. The Surface Optics (SOC) ET100 Measurement Head is a surface emissometer measurement head which measures Directional Hemispherical Reflectance in infrared wavelengths at two incidence angles, calculates Directional Thermal Emittance and predicts Hemispherical Total Reflectance. All three systems when used in conjunction with either SOC410 Series Command Module or Remote Control Unit and verified with the needed calibration standards provide a direct and portable means to conduct verification and analysis on highly specialized parameters that are particular to military coating systems. Code 613 is procuring the portable reflectometer systems and supporting equipment as shown on the table below.
