VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Battle Creek Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Tennant Model T300-500-D ec-H20 NanoClean Scrubber and the Tennant I-MOP

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Battle Creek VAMC’s Environmental Management Services section (EMS) is replacing some of their existing equipment inventory of Tennant scrubbers and purchasing additional I-MOPs utilized at their facility.

The service is requesting the T300 ec-H20 NanoClean Scrubber manufactured by Tennant.

Justification: Staff are currently using and are familiar with these scrubbers, to include operation, maintenance, and cleaning. The T300 scrubbers require no further training for EMS staff as they are already in use. Additionally, the T300 ec-H20 NanoClean Tennant Scrubber helps EMS reach their ecological goals by reducing the use of everyday floor cleaning detergents.

The service is additionally requesting the I-MOP manufactured by Tennant.

Justification: Staff are currently using and are familiar with these scrubbers, to include operation, maintenance, and cleaning. The I-MOPs require no further training for EMS staff as they are already in use. Additionally, the I-MOP greatly reduces labor costs and dramatically reduces water and chemical consumption. The patented I-MOP works in tight spaces and underneath obstacles with its 360 degree handle; this is the best solution for exam rooms and patient rooms.

4. Description of market research conducted and results or statement why it was not conducted:

Queried VIP database using NAICS 335210 and 39 concerns were found. The keywords “floor scrubber” were then added, and four concerns were found.

Battle Creek EMS is requesting the 12 T-300 product line scrubbers and two I-MOP scrubbers manufactured by Tennant Sales & Service, a large business, which the service already has in its inventory. Although GSA Advantage lists the base models on their website, there are many different specifications/configurations that can/will increase the price per unit.

The VA Rule of Two cannot be met due to NMR. Recommend full & open “Brand Name Only” solicitation be posted on SAM.gov.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
