Acquisition Plan Action ID:_36C249-23-AP-0478

1. Contracting Activity:

Network Contracting Office 9 (NCO9) Department of Veterans Affairs, James H. Quillen Veterans Affairs Medical Center (VAMC), Knoxville Dental Clinic 2237 No. 621-23-1-654-0007

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The James H. Quillen VAMC Dental Department has a requirement for Hu-Friedy Dental Instrumentation for the activation of the Knoxville VA Dental Clinic. The equipment will be used by dentists and dental assistants in the examination and treatment of veteran patients. The cost for this requirement is estimated at .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The James H. Quillen VAMC Dental Service currently utilizes Hu-Friedy brand dental instruments for treatment of veteran patients. This brand of dental instruments is in compliance with Sterile Processing Service (SPS) standards and meets proper and safe reprocessing parameters for reuse.

Because the Knoxville Dental Clinic is subsidiary to the James H. Quillen Dental Clinic, instrumentation will be shared and must be interchangeable. Furthermore, the instrumentation must comply with SPS requirements at the James H. Quillen VAMC as all instruments will be sterilized at the main facility. The instrumentation consists of prophylaxis kits, dental examination kits, dental restorative kits, endodontic kits, oral surgery kits, and various individual instruments for use in routine and specialized care of dental patients. These instruments are stored in a sterilizable cassette, so that the entire content of the cassette can be properly sterilized at a minimum of 270 degrees for four minutes, at dynamic-air-removal steam sterilization. The cassettes will mimic the instrumentation that is currently at the main dental facility, so that standardization can be met for interchangeability between the two facilities.

4. Description of market research conducted and results or statement why it was not conducted:

Hu-Friedy sent a list of 5 authorized dealers. Three of them are verified SDVOSB in VIP:

therefore the VA Rule of Two is met and this can be set aside 100% for SDOVSB.
