About this file

This is a Justification for Sole Source acquisition under simplified procedures for a contract action (Purchase Request #1301348273) at the Washington Navy Yard. The government seeks to procure services and supplies on a sole source basis from SigNet Technologies, Inc. d.b.a Convergint Federal (CAGE Code 4A8Z7) and specific manufacturers, with a delivery date of 31 September 2026.

SigNet Technologies will provide services to replace existing electric strikes with fail-secure strikes, program the Lenel access control system, modify control panels to fail-secure configuration, and replace door locks with Simplex mechanical locks while installing Best Lock cores and housings. The justification for sole sourcing SigNet Technologies emphasizes that the company is a certified Lenel Value Added Reseller and the original installer and maintenance sustainer of the base-wide Lenel access control network. Introducing a new integrator would risk triggering re-accreditation of the Installation Authority to Operate (ATO), an unacceptable risk to operations. SigNet possesses extensive knowledge of the existing access control layout, site-specific constraints, and vital integration points that cannot be replicated without significant time, cost, and operational risk. Additionally, SigNet holds required Site Safety and Health Officer certification from Naval Facilities Center (NAVFAC), including an OSHA 30-Hour Card, EM 385-1-1 course completion, annual continuing education documentation, and a minimum of five years of construction safety experience. Simplex brand cypher locks are required to maintain consistency across the Navy Legal Commands enterprise, enabling onsite security personnel to troubleshoot and change codes while maintaining a stock of replacement locks. Best brand cores and housings are required to maintain consistency of the keying system and master-key configurations throughout the Office of the Judge Advocate General (OJAG) enterprise, as the facility's physical security infrastructure is built around Best small format interchangeable cores.
