About this file
This is a Federal Supply Schedule (FSS) Sole Source Justification (SSJ) document for a federal contract above the Simplified Acquisition Threshold (SAT).
The document authorizes a sole-source award to D&G Solutions for the Contested Logistics Airlift Reduction Assessment (CLARA) project under the Air Force AFDW/PKS contracting activity. The requirement involves specialized research, analysis, and mission engineering services to support Department of the Air Force (DAF) and United States Space Force (USSF) Agile Combat Employment (ACE) objectives. Specifically, the project will evaluate emerging technologies and operational concepts to improve combat power projection and sustainability at contested and denied forward operating locations, while addressing vulnerabilities related to manned tactical airlift and ground convoys for intra-theater resupply and the excessive strategic and tactical airlift footprint of legacy Ground Support Equipment (GSE) and Common Support Equipment (CSE). Project CLARA will deliver mission engineering analytics, trade-space modeling, Program Objective Memorandum (POM) alignment recommendations, and technology transition roadmaps to SAF/IEN, Space Systems Command (SSC), and Air Force Special Operations Command (AFSOC).
The sole-source justification is based on GSAR 538.7104-3(b)(v), which permits awards when a law expressly authorizes or requires purchase from a specified source. Market research determined that a qualified SDVOSB contractor can satisfy the requirement, and the award furthers the statutory objective of increasing contracting opportunities for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The contracting officer is ERIC L. MOSS, AFDW/PKS, with final coordination and approvals as of May 20, 2026.
