United States Department of the Interior
INTERIOR BUSINESS CENTER
Washington, DC 20240
SOLE SOURCE JUSTIFICATION
SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS
AUTHORITY: FAR 13.501(a), 41 U.S.C. 1901
PR/SOL/CONTRACT #140D0422Q0179
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”
This document is a sole source justification for the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division II Branch II on behalf of the Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI).
2. Nature and/or description of the action being approved.
The proposed action is a new requirement for the NCI’s Center for Biomedical Informatics and Information Technology (CBIIT) for a short-term bridge purchase order to Portfolio Alignment Partners, Inc. on a sole source basis for Chief Information Officer (CIO) and Business Operations Support Services while a long-term requirement for these services is being competed. The period of performance is one year and the six-month Federal Acquisition Regulation (FAR) clause 52.217-8, Option to Extend Services, will be included in the purchase order. This sole source requirement will allow the Government to receive necessary services until a competed contract is in place.
This effort is currently supported under the Federally Funded Research and Development Center (FFRDC), but due to the nature of the work, it has been determined that it is better suited under the CBIIT umbrella. CBIIT has no current vehicle to support this requirement. The objective of this acquisition is to provide professional subject matter expertise to support NCI’s CIO and Business Operations in an in-depth analysis of the current portfolio management program, compliance implementation plans, and the external business service offerings. This acquisition includes, but is not limited to, organizational analysis and design, strategic alignment, communication planning across programs, and portfolio coordination. The contractor will provide support for defining processes, policies, and appropriate measurements to evaluate the cost, schedule, and overall performance variances of IT projects across the portfolio, leveraging processes such as IT investment management, enterprise architecture, and other agency IT or performance management processes. This acquisition will also provide NCI-CBIIT with strategic planning and CIO acquisition support and NCI-CBIIT sponsored program management and acquisitions support for the Frederick National Laboratory for Cancer Research (FNLCR) Integrated Program Management and Assessment Team (FLNCR-IPT).
3. A description of supplies or services required to meet the agency’s needs (including the estimated value).
IT investment management, enterprise architecture, and other agency IT or performance management processes. This acquisition will also provide NCI-CBIIT with strategic planning and CIO acquisition support and NCI-CBIIT sponsored program management and acquisitions support for the FLNCR-IPT.
The Portfolio Alignment Partners team is currently supporting the required SOW tasks and brings over six years of the required direct NCI-CBIIT support in the development and maintenance of acquisition processes and the facilitation of NCI-CBIIT IT and Informatics acquisitions. The Portfolio Alignment Partners team also brings extensive experience in designing and implementing NCI-CBIIT’s Program Management processes and systems, and specifically integrating acquisitions and program management data. The Portfolio Alignment Partners team has also managed the NCI- CBIIT software contract negotiations and tracking processes for over six years.
Additionally, Portfolio Alignment Partners is providing the only contracted program management support for NCI-CBIIT’s Strategic Planning efforts.
NCI-CBIIT is planning to award a large Multi-award BPA in 2022, which will require a large amount of contract support under this procurement. NCI-CBIIT will need acquisition and contract management support to facilitate the efficient development and execution of awards, modifications, and compliance reviews for the BPA. One intent of this acquisition is to acquire support with specific NCI-CBIIT acquisitions subject matter expertise, which Portfolio Alignment Partners has been providing for over six years.
NCI-CBIIT is also responsible for providing program management support and oversight to NCI’s FNLCR via an IPT. Portfolio Alignment Partners has over six years of experience providing program management support and subject matter expertise in FNLCR and Leidos Biomedical Research operations. This support, including development and implementation of standard operating procedures and standardization of program management procedures and tools, is part of this new acquisition.
NCI-CBIIT also has an ongoing need for subject matter expertise to directly support NCI negotiations and management of COTS software contracts. Portfolio Alignment Partners has over eight years of experience with providing software license analysis, software budget support, and providing subject matter expertise as it relates to software management and compliance.
The Portfolio Alignment Partners team possesses unique qualifications and expertise to provide NCI with the support services required. The Portfolio Alignment Partners team’s in-depth knowledge of NCI-CBIIT’s past, current, and future program management procedures provides them with the unique capability to effectively support the high-priority FNLCR-IPT initiative in alignment with established NCI-CBIIT best practices. Portfolio Alignment Partners is the only company that currently possesses the specific mix of NIH, NCI, CBIIT, FNLCR, and NCI software contract negotiation expertise required. Completing a direct sole source award to Portfolio Alignment
I certify that the technical data which forms a basis for this justification is complete and accurate and meets the Government’s minimum needs.
