About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition (OFOC) for a federal contract with the Department of Veterans Affairs.
The J&A is for a sole source procurement to extend the existing contract with the University of Cincinnati Hoxworth Blood Center to provide blood and blood products to the Cincinnati VA Medical Center from March 1, 2024 to February 29, 2025. The Cincinnati VA has utilized Hoxworth Blood Center as their local and preferred provider for over 20 years. The acquisition is justified under FAR 6.302-1 as only one responsible source can satisfy the agency's requirements, as Hoxworth is the sole local provider of these critical medical supplies. The contracting officer has determined the anticipated pricing is fair and reasonable based on comparison to the existing contract and other VISN10 contracts. The J&A notes there are no other local sources for these services.
The related federal contract opportunity is a $300,000 award notice for blood bank supply to the Cincinnati VA Hospital, issued to the University of Cincinnati on February 20, 2024.
