FOR OFFICIAL USE ONLY
March 2018 FOR OFFICIAL USE ONLY Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: BPA
Project/Program Name: Alexsys #9282 B-2 Fuel Cell Door Plating
Purchase Request/Identification Number: BPA for GPC , Alexsys # 9282
Estimated Contract Cost (including Options): $79,577.12
Section B: Description of the Supplies/Services Required
309 CMXG has a requirement for copper and tin plating services of the B-2 Fuel Cell Doors when corrosion is found during aircraft maintenance.
Section C: Justification for Soliciting from a Single Source or Brand Name
Northrop Grumman is the process owner for B-2 technical data and maintenance. Therefore, the Program Manager contacted Northrop Grumman in September 2021 to ask if Standard Disposition HN2.03.002H, dated 2013, was still applicable and whether any additional vendors had been approved to provide the fuel cell door plating services.
Northrup Grumman responded via email with an updated review of the process and approved supplier list. The current Standard Disposition version is now HN2.03.002J, updated 12 October 2021. This and the approved supplier list had no changes. Therefore, page 1, paragraph 4 of Standard Disposition HN2.03.002J, dated 12 October 2021, and the approved supplier list, confirms the only Metal Surfaces International, LLC, (MSI), Bell Gardens, CA, is the sole approved/qualified company to provide the B-2 Fuel Cell Door plating.
Section D: Efforts to Obtain Competition
The CMXG Engineer asked Northrop Grumman if they would consider selling the data rights for this process and were told no. The CMXG Engineer also checked with the Base plating shop to find out if they had the capability to perform the process and were told they do not without Northrop Grumman selling the data rights to the Government. In addition, they stated that reverse engineering would not be cost effective because the requirement is too low at 4 to 6 doors per year, and there are only 18 B-2 aircraft still in operation.
Contact with Northrop Grumman confirmed Metal Surfaces International, LLC, (MSI), is still their only approved source.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
At this time, Northrop Grumman is unwilling to sell the data rights. Unless they sell the rights or authorize another vendor to perform B-2 fuel cell door plating, we will have to maintain sole source service per their approved supplier, Metal Surfaces International (MSI).
