About this file
This Single Source Justification (Simplified Acquisition) document justifies a sole-source contract with AT&T for a monthly air traffic control communication circuit between McConnell Air Force Base and Wichita ICT Airport. The contract, with an estimated value of $5,848.00, arose after discovering that 22 CS GPC card holders had been paying AT&T approximately $344/month for the circuit, which exceeded the micro-purchase threshold. A ratification of $2,752.00 was completed for unauthorized previous purchases.
The justification notes that AT&T was awarded a competitive DISA contract in December 2021 for Voice Internet Service Provider services in the NORTHCOM/SOUTHCOM region. The document argues that switching to a non-AT&T vendor would jeopardize local and long-distance calling capabilities, including air traffic control services, potentially creating a safety issue and mission stoppage. The contracting activity (22 CONS/PKA) commits to ongoing market research to validate the marketplace and explore potential competitive options in future iterations of this service.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 22 CONS/PKA
Project/Program Name: Air Traffic Control to ICT Circuit
Purchase Request / Local ID Number: F2Z3135013AC01
Estimated Contract Cost (including Options): $5,848.00
Section B: Description of the Supplies/Services Required
22 CS GPC card holders had been paying for the base's Air Traffic Control Tower's circuit to the Wichita ICT Airport at approximately $344/month to AT&T. It was later discovered the monthly bills were over the micro purchase threshold ($2,500). $344/month for a service is $4,128. A ratification was completed and signed in the amount of $2,752.00 for the unauthorized GPC purchases. The type of work is a monthly service to keep the circuit active and there are no affects to LTS current period of performance as this is a monthly service. Back pay for missed payments will be added along with a new CLIN for monthly ATC to ICT service.
Section C: Justification for Soliciting from a Single Source or Brand Name
In December 2021, AT&T Corp. was awarded a competitive, firm-fixed-price, single award, IDIQ contract (HC1013-22-D-0001) for the Defense Information Systems Agency's Voice Internet Service Provider for the U.S.
Northern Command (NORTHCOM)/U.S. Southern Command (SOUTHCOM) region, which provides session initiation protocol trunking and telephone services. As one of two contractors to be awarded the DISA contract, moving to a non- AT&T vendor would jeopardize 22 ARW's local and long-distance calling, including air traffic control, capability creating a safety issue and subsequent mission stoppage.
Section D: Efforts to Obtain Competition
Because of the nature of the circuit moving to a non-AT&T vendor could cause a halt in service creating a safety issue and mission stoppage. Market research indicated that AT&T is the only vendor able to provide this specific service. FAR 5.202(11)
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Each iteration of this type of purchase we are required to validate the marketplace and ensure that there are no other systems or contractors emerging in the market. In the future, additional market research will be conducted to determine if the work being accomplished will be in the governments' best interest to compete. Re-validation of this service will be complete as needed.
