Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

November 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 673d Contracting Squadron, 10480 Sijan Avenue, JBER, Alaska 99506

Project/Program Name: Applied Suicide Intervention Skills Training (ASIST) Training for Trainers (T4T)

Purchase Request / Local ID Number: F1W0WH0161AW01

Estimated Contract Cost (including Options): $68,400.00

Section B: Description of the Supplies/Services Required

673d Joint Religious Operation Center (JROC) requires peer-to-peer, in person suicide intervention skills instruction for personnel to become certified as trainers. Currently JROC has a handful of personnel trained to utilize the LivingWorks Applied Suicide Intervention Skills Training (ASIST) program. To ensure all personnel receive the same suicide intervention training, JROC requires their suicide intervention trainers to go through LivingWorks ASIST Training.

The contractor will provide to 24 students the LivingWorks Applied Suicide Intervention Skills Training (ASIST). A 5-day Training for Trainers (T4T) course will be conducted by Living Works Certified Training Coaches in accordance with guidance provided by their corporate policy, standards of practice and ethical considerations. All students who pass the course shall be provided with certifications by Living Works to teach the 2-day ASIST Intervention program. These students will use the accompanying training material. The proposed period of performance is 24 Aug 2020 – 28 Aug 2020.

Section C: Justification for Soliciting from a Single Source or Brand Name

(A) LivingWorks is the developer of the ASIST program and sole provider of all certification and training material. Although other organizations provide suicide intervention training, none provide a dedicated five-day train-the-trainer certification course and two-day interactive suicide intervention course. LivingWorks ASIST targets audiences who consist of peers, friends, and family of suicidal persons.

(B) Market research conducted: The Army Chaplain Corps has conducted LivingWorks ASIST courses in the past on JBER but the number of remaining trained personnel is only a handful according to LivingWorks records. This program is widely utilized across the US DoD and international military organizations. 673d Joint Religious Operation Center (JROC) requires that all personnel receive training and certification under the same program to ensure continuity across the organization.

Section D: Efforts to Obtain Competition

The efforts to obtain competition included posting a Notice of Intent to Award Sole Sources on beta.SAM.gov for fifth-teen days to identified additional possible sources. Also, a search was conducted in EDA to identify contracts and the contracting offices were contacted to identify vendors. Several vendors were identified that provide similar trainings, but were not capable of meeting the specific requirements requested. Vendor Suicide Prevention Resource Center (SPRC) provides 3-6 hour on-line courses that are not interactive. Vendor PESI Inc. (www.pesi.com) provides assessment & intervention training for clients, but not peers, and is more geared toward mental health providers. Also, similarly, vendor Wild Iris Medical Education provides suicide intervention & prevention for healthcare professionals; however, here at JBER we require a broader spectrum of trained personnel.

According to market research LivingWorks ASIST is the only training program fit for our requirement here JBER due to its in-person and peer-targeted platform and geared towards training and certifying personnel outside of healthcare specialties.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

At this time, the market lacks another suicide prevention program that is as developed, hands-on, or as diversified as LivingWorks provides. However, 673d Joint Religious Operation Center (JROC) will continue to monitor the market for newly developed programs that fit their needs.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
