About this file
This document is a Single Source Justification (Simplified Acquisition) to modify an existing Blanket Purchase Agreement (BPA) for Asbestos, Mold, and Lead abatement services at Ellsworth AFB. The modification increases the funding ceiling of the BPA from $150,000 to $240,000, a 40% increase, due to the high frequency of call orders under the agreement. The Contracting Officer determined that only one vendor, L&L Insulation, Inc., is reasonably available to perform these services. The BPA has a 5-year period of performance from January 2021 through January 2026. To promote future competition, the agency will post this justification to the Government Point of Entry and invite other vendors to express interest in obtaining a separate BPA for these services.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 28 CONS
Project/Program Name: 28 CES, BPA Asbestos Modification - Ceiling Increase
Purchase Request / Local ID Number: FA469021A0009 P00004
Estimated Contract Cost (including Options): $240,000.00
Section B: Description of the Supplies/Services Required
This modification to the BPA for Asbestos, Mold and Lead is to increase the funding ceiling by $90,000.00 from $150,000.00 to $240,000.00.
Section C: Justification for Soliciting from a Single Source or Brand Name
This BPA is intended to be for a five year period of performance from 11 January 2021 through 10 Jan 2026. The frequency of calls on this BPA has led to a need to increase the ceiling price to $240,000, a 40% increase from the original ceiling of $150,000.
The change will result in an out of scope modification as the change could not be reasonable contemplated by the offerors at the time of award.
Section D: Efforts to Obtain Competition
In an effort to promote competition this J&A will be posted to the GPE along with an invitation for vendors to respond to the 28th Contracting Squadron if interested in pursuing a BPA with Ellsworth AFB for Asbestos, Mold, and Lead abatement. A solicitation for these services will be sent to vendors who show interest. Additional BPAs will be awarded to capable vendors if fair and reasonable prices are offered.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future awards will be based on competition in response to interest from this J&A being posted to the GPE and/or a new solicitation prior to the completion of BPA FA469021A0009 on 10 Jan 2026.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
