About this file

This is a FAR Part 12 Sole Source Justification and Approval document for a commercial service acquisition by the U.S. Army.

The U.S. Army Recruiting Command (USAREC) seeks to award a firm-fixed-price contract to Association for Career and Technical Education, Inc. dba ACTE for rental of one 20' x 60' (1,200 square feet) convention booth space at the ACTE CareerTech VISION 2026 event held at the Ernest N. Morial Convention Center in New Orleans, Louisiana. The contract period of performance is from December 2, 2026 through December 5, 2027, with an estimated value of $25,500.00. The underlying contracting activity is the U.S. Army Mission and Installation Contracting Command (MICC) at Fort Knox, Kentucky. The acquisition is authorized under simplified acquisition procedures for commercial products and services per Title 41 U.S.C. 1901 and FAR 12.201-1(a), with the contract valued at or below the simplified acquisition threshold.

The justification asserts that ACTE is the sole authorized vendor to provide convention decorator services at this specific event, with no other vendors authorized by the event organizers to provide these services. The National Conventions Division participates in CareerTech VISION 2026 to maintain the Army's presence and visibility among potential recruits in technical fields. Market research confirmed ACTE's exclusivity as the official convention service contractor. A prior contract was executed in FY25 under contract number W9124D-25-PA040. The Contracting Officer determined that sole source acquisition is in the Government's best interest based on ACTE's status as the only reasonably available source, and certified that the services are commercial and do not require certified cost or pricing data.
