About this file

This is a Single Source Justification form for a Simplified Acquisition submitted by the 99th Civil Engineer Squadron (99 CES) at Nellis Air Force Base. The 99th Contracting Squadron seeks to procure one Ferroresonant Constant Current Regulator (CCR) with specific technical requirements: a 30 kW unit operating at 240V with a 6.6A output current, featuring a door-mounted ACE III Controller and full FAA L-829 (IRMS) compliance certification. The Purchase Request/Local ID Number is F3G3CE6100A001.

The justification asserts that only ADB Safegate is capable of fulfilling this requirement due to the proprietary nature of existing equipment and infrastructure at Nellis Air Force Base. Introducing alternative manufacturers would necessitate system redesign, re-integration, and potential recertification. While ADB Safegate lacks authorized resellers in Nevada, the company maintains authorized resellers in other states. Market research confirmed ADB Safegate as the sole vendor able to provide the required CCR for component failure replacement. The contracting officer, KELELA LEMON, CIV, DAF, signed the determination on 23 April 2026, confirming that only a single source is reasonably available. Future market research will be conducted to identify alternative vendors for potential future procurements of similar airfield lighting control regulator requirements.

The 99th Civil Engineer Squadron (99 CES) requires the procurement of one (1) Ferroresonant Constant Current Regulator. The required system must be a 30 kW unit operating at 240V with a 6.6A output current. Additionally, the regulator must feature a door-mounted ACE III Controller and fully meet FAA L-829 (IRMS) compliance standards.

IAW RFO 6.302-1(b), Only one source is capable of fulfilling this requirement due to the proprietary nature of the equipment and associated parts already in use at Nellis Air Force Base flightline. Only ADB Safegate equipment is fully compatible with the existing regulators, monitoring systems, and control interfaces. Introducing a different manufacturer would require system redesign, re-integration, and potential recertification. ADB Safegate does not have any authorized resellers for this product in Nevada but does have authorized resellers in other states.

ADB Safegate is the only company able to provide the Constant Current Regulator (CCR) that is required for replacement in the event of component failure at Nellis Air Force Base.
