About this file

This is a Justification for Single Source Awards document from the Department of Veterans Affairs for a simplified acquisition under the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Network Contracting Office (NCO) 15, located in Leavenworth, Kansas, is requesting ten (10) Codonics printers for the Kansas City Veterans Affairs Medical Center (VAMC) to replace existing Codonics printers and support medication labeling integrated with the currently installed BD Pyxis medication management system. The purchase request number is 589-23-3-1792-0196, and the acquisition plan action ID is 36C255-26-AP-1766. The justification establishes that Codonics Safe Label System (SLS) is the sole source solution because it is the only printer that fully integrates with the BD Pyxis system at the required level for safe and compliant medication labeling. Codonics maintains a formal integration partnership with BD that enables automated formulary synchronization, seamless workflow operation, and guaranteed compatibility. The system uses automated barcode scanning with visual and audible confirmation to validate medication identity before printing, significantly reducing labeling errors such as vial swaps and misidentification. The Codonics SLS prints full-color, ISO 26825-compliant, and Joint Commission-compliant medication labels. The document notes that using a non-integrated printer would introduce workflow gaps, increase medication error risk, impair inventory tracking, and potentially place the facility out of compliance with Joint Commission, ISMP, ASA, ISO, and ASTM medication labeling guidelines. The contracting officer, Betty Flores, certified the justification on May 27, 2026.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The proposed action is a Brand Name only justification to provide ten (10) Codonic printers for the Kansas City VAMC. This will be replacing Codonics printers to support medication labeling with the currently installed Pyxis system.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Codonics Safe Label System (SLS) is the only printer solution that fully integrates with BD Pyxis medication management systems at the level required to ensure safe, compliant, and accurate medication labeling. Codonics maintains a formal integration partnership with BD, enabling automated formulary synchronization, seamless workflow operation, and guaranteed compatibility. This integration prevents the need for manual uploads, reduces configuration errors, and ensures system uniformity across patient care areas.

The system uses automated barcode scanning with visual and audible confirmation to validate medication identity prior to printing. This safety workflow significantly reduces labeling errors such as vial swaps, syringe swaps, and misidentification.

The Codonics SLS prints full-color, ISO 26825–compliant and Joint Commission–
