About this file

This is a Single Source Determination document for a simplified acquisition under the Federal Acquisition Regulation (FAR). The Department of Commerce, through the NOAA Acquisition and Grants Office and the Office of International Affairs, Trade, and Commerce Seafood Inspection Program, is acquiring exhibit design, construction, and setup services from Freeman Decorating Co. (14221 Dallas Parkway, Suite 200, Dallas, Texas 75254) for the 2026 Seafood Expo North America. The scope of work includes designing and building a 10x30-foot exhibit booth with a metal truss structure, hanging graphic panels, and mounted lighting; producing graphic displays from provided images; furnishing the exhibit area with carpeting, tables, chairs, stools, and counters; and dismantling the exhibit at the conclusion of the event. The period of performance is March 15, 2026 through March 17, 2026. The total estimated value is not specified in the document.

The justification for single-source procurement is that Freeman Decorating Co. is the mandated vendor contracted by Diversified, the official producer of the Seafood Expo North America, to design and construct exhibit booths. NOAA must work with this designated firm to participate in the event and secure booth space. The document notes that fraudulent service providers have recently targeted the Seafood Expo, making it essential to work only with the official event vendor to avoid potential fraud, phishing, or malware risks.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: 41 U.S.C. 1901 and FAR Part 12.102(a))

(Requisition Number: 143011-26-0026)

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office

(AGO), Simplified Acquisitions, Western Acquisition Division, and the Office of International Affairs, Trade, and Commerce, Seafood Inspection Program, NOAA Fisheries.

2. Description of supplies or services required to meet agency needs (including the estimated value).

The proposed acquisition is for Freeman Decorating Co. to design, build, and set up the exhibit area, providing all structural material and furnishings, for an exhibit booth with a footprint of 10x30 feet constructed of metal truss structure with hanging graphic panels and mounted lighting to shine on graphs; produce graphic displays from provided images to position the exhibit area graphic panels; and provide exhibit area furnishing, including carpeting, tables, chairs/stools, and counters; and dismantle deliverables at the conclusion of the 2026 Seafood Expo North America. Also attached is the Statement of Work provided by Freeman Decorating Co. outlining detailed information regarding the design, build, etc., of the exhibit booth.

Total estimated value:

Period of performance: March 15, 2026 – March 17, 2026. This will allow the OIATC/Seafood Inspection Program, NOAA Fisheries to accomplish its mission to engage in-person with seafood industry stakeholders to discuss mission-critical program business related to the performance of seafood inspections.

The Seafood Expo North America is the largest annual gathering of seafood industry stakeholders where they can receive guidance and support directly from NOAA Seafood Inspection Program subject matter experts to discuss inspection activities, certification, seafood trade issues, and business related to service contracts and facility auditing requirements. NOAA Fisheries and the NOAA Seafood Inspection Program have participated in Seafood Expo North America for more than two decades and view the in-person engagements with seafood industry stakeholders as critical to fulfilling the requirements of the Agricultural Marketing Act of 1946 (7 U.S.C. 1621 et seq.).

3. Identification of the single source or the brand name to be solicited.

Freeman Decorating Co.

(Insert PR/RFQ number, as applicable)

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Other - Only one source is capable -

To participate in the 2026 Seafood Expo North America and secure a booth on the floor of the Expo, NMFS is required to pay the event organizer to secure booth space, which has been accomplished. NMFS must also work with the firm contracted by the event to design, construct, and set up the exhibit area. This procurement request funds for the design, construction, and establishment of the exhibit area, production of graphic displays, provision of exhibit furnishings, and dismantling of the exhibit at the conclusion of the 2026 Seafood Expo North America through the mandated vendor Freeman Decorating Co.

Recently the Seafood Expo North America organized by Diversified, the official producer of the event, has been targeted by groups offering various fraudulent services. This includes, but is not limited to, fraudulent travel, advertising, and data services. Numerous customers of Diversified have reported that these groups, which are NOT their official vendors, fail to fulfill their commitments to provide hotel reservations, advertising, or accurate data, and subsequently refuse to issue refunds. Some of these groups engage in illegal phishing activities or embed malware in their communications that could (if clicked) compromise or hack your company’s systems.
