INTENT TO SOLE SOURCE
Brandeis University – SS-IAF-20-024
The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Inter-American Foundation (IAF) intends to make award to Brandeis University, 415 South St, Waltham, MA, 02453-2728, on a sole source basis, under authority of FAR 6.302-1, for Participatory Impact Evaluation Services.
The Inter-American Foundation (IAF) is seeking services for an impact evaluation with a participatory approach for two IAF grantees that are part of IAF’s Peace-Building Initiative in Colombia. The IAF expects this impact evaluation to generate the following benefits:
• Empirical evidence to substantiate IAF’s messaging on the impacts of our programming.
• Experience with a participatory evaluation tool that IAF may want to replicate across other program areas.
• An opportunity for grantees to learn about the effectiveness of their programming.
• An opportunity for grantees to learn how to use a participatory tool in assessing their programming.
An impact evaluation refers to analysis that provides evidence of changes that are attributable--that happen because of--a given intervention or project. This differs from performance evaluations that measure the extent to which its programs generate their expected outputs.
Below are the specific deliverables to meet IAF’s needs:
• A participative evaluation methodology tool that the IAF and its grantees can replicate in other areas to assess the perceptions of project participants and communities on grantee projects.
• Survey instruments in Spanish.
• Baseline assessments of peacebuilding across two IAF grantees and their communities and at least two comparator (“control”) communities.
• End line assessments that provide insights relative to baselines in grantee communities and comparator communities.
• A well-substantiated and clearly articulated analysis of the observed changes in perceptions over time and the underlying impacts of IAF grantees to these changes.
• A synthesis of the impact evaluation including rationale, methods, findings, and recommendations, which the IAF can share publicly.
• A presentation of research findings to IAF-designated audience(s).
• Recommendations for the IAF on replicating this methodology to other program areas.

NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.
Fiscal Service will consider written responses received no later than 14:00 (2:00 PM EST) November 11, 2019. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: RG/DH, REF: SS-IAF-20-024. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested requirement. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the stated deadline, Fiscal Service shall make award on a sole source basis to Brandeis University.
Qualified contractors must provide the following:
1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses.
2. Whether your services are available through a Government contract vehicle or Open Market.
3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for.
4. DUNS Number.
The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:
.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files.
Microsoft Office compatible documents are acceptable.
No other information regarding this Special Notice will be provided at this time.
This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
