About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract issued by the Florida Department of Education (DOE), Division of Early Learning (DEL). The DOE is seeking to procure services from the Florida Association for Infant Mental Health (FAIMH) to provide endorsement activities, guidance, and advice to early childhood and healthcare professionals seeking the Florida Infant Mental Health Endorsement (FIMH-E) under the Preschool Development Grant Birth to Five Renewal (PDG-R) grant. The contract term is 36 months, from August 2021 through September 2023, with the goal of increasing the number of endorsed professionals throughout the state, particularly in rural and tribal communities.
The original amount of the contract was $300,000, which has been amended to $150,000, for a total of $450,000. FAIMH is the sole licensee to offer the FIMH-E and is explicitly contemplated as the relevant service provider in the PDG-R, making it uniquely qualified to guide early childhood education and health professionals through the endorsement process. The contract is funded through the Florida Child Care Development Fund (CCDF) Plan and is authorized under Section 1002.82 of the Florida Statutes.

support of the infrastructure for endorsement of up to 250 professionals over three years, with the ultimate goal of increasing the number of endorsed professionals throughout the state, particularly in rural and tribal communities, and specifically contemplates provision of these services through FAIMH. FAIMH accomplishes this goal through the FIMH-E®, which promotes the delivery of high quality, culturally sensitive, relationship-focused services to infants, toddlers, young children, parents, other caregivers, and families. The endorsement identifies best practice competencies at multiple levels and across disciplines and uses a nationally recognized set of competencies that helps define best practice and guides professional growth for professionals who serve infants and young children.
This work is supported through the Florida Child Care Development Fund (CCDF) Plan, Section 1.4, which reads, “DEL coordinates with FAIMH to support infant and early childhood mental health initiatives around the state.” In addition, section 2 includes support for mental health, behavioral specialists, and therapists to address the needs of all children. DEL has authority for this work through section 1002.82, Florida Statutes, and is seeking to procure continued services needed to increase the number of early childhood education and health care professionals endorsed through FAIMH’s IEMH-E®.
