About this file
This is a Sole-Source Determination and Justification document from the Oregon Department of Justice (DOJ) for the procurement of specialized video surveillance systems from Special Services Group, LLC (SSG). The document justifies a direct purchase of two specific SSG Video Surveillance Systems products (SSG LHG and SSG LHZ) for the Criminal Justice Division, with a total contract value of $39,875.00. The procurement is being conducted under Oregon Revised Statute ORS 279B.075 and Oregon Administrative Rule OAR 125-247-0275, with authorization from the Designated Procurement Officer.
The sole-source justification is based on SSG's exclusive manufacturing and distribution of these video surveillance systems to law enforcement agencies at federal, state, local, and military levels. The systems are deemed unique due to proprietary features including efficient video compression, long-term onboard recording, extremely low power draw, miniature size, and specialized concealments and batteries. The DOJ conducted market research by contacting SSG directly and performing online research to confirm no alternative manufacturers offer equivalent products. Each SSG VSS product includes a lifetime support and maintenance plan, further supporting the sole-source determination. The procurement is scheduled for approval on 6/16/2025.
