About this file

This is a Sole Source Determination Approval Notice issued by the State of Oregon, acting through its Oregon Military Department (OMD), for Range Interface and Target System Upgrades at Camp Rilea Armed Forces Training Center. The procurement involves the purchase of an RZ9 Interface Kit, upgraded Type-4 SITs with RF capability, and supporting components including antennas and power cables from InVeris Training Solutions (formerly Meggitt Training Systems, Inc.) to enable communication between the RangeMaster 9000 Range Control System and RF-enabled targets for the Machine Gun Transition Range. The upgrades will replace the existing Range Interface Assembly and procure necessary supporting infrastructure to ensure proper system operation. The Notice indicates that protests to this sole source determination must be submitted in writing by 2:00 P.M. Pacific Time on Monday, September 15, 2025, and delivered either by hard copy to Corey Brech at the Oregon Military Department's Warrenton office or by email to corey.brech@omd.oregon.gov with the Notice number S-24800-00014857 and the word "Protest" in the subject line.

The sole source justification is based on the proprietary nature of InVeris systems, as all software, interfaces, and range control components are proprietary to InVeris, which maintains sole ownership of its product designs and does not authorize third-party distributors. Components from other manufacturers are incompatible with InVeris systems, necessitating direct procurement from the company. The determination was made pursuant to Oregon Revised Statute 279B.075 and Oregon Administrative Rule 125-247-0275, with the full Sole Source Determination and Justification document attached to OregonBuys Summary S-24800-00014857. Affected persons wishing to protest must provide detailed statements of legal and factual grounds, descriptions of resulting harm, and relief requested, signed by an authorized representative, and late protests will not be considered.
