SSC/ECQ

REQUEST FOR INFORMATION

DATA FUSION, CORRELATION AND HARMONIZATION

1.0 Description

1.1 The Space Systems Command (SSC) in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office is seeking information on how an interested contractor could provide information relative to the harmonization of displays between missile warning and missile defense in an effort to ensure accuracy of data and maximize the consolidation of information captured. As additional data sources are integrated into CCIC2S, the tracks will require correlation/fusion from non-persistent, non-traditional data sources (to include Missile Defense (MD), Air, Space, & Intel) with ITW/AA data. The process will involve an introduction to advance correlation and fusion for CCIC2S and harmonization of data displayed to the warfighter with other N2C2 systems. The result will be to characterize threats more precisely and provide continuous tracking to the warfighter.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Space Force is not at this time seeking proposals and will not accept unsolicited proposals. Those responding are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

2.0 Background

The North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) system provides timely, unambiguous, and continuous warning and attack assessment of air, missile and space threats to North America, and geographical theaters. This system integrates and correlates missile launch and surveillance information from certified sources to assesses the nature of an enemy launch/attack and issues warnings to the US National Command Authority, Canadian National Leadership, National military Command center and war-fighting Combatant Commanders (C2). NCMC-ITW/AA and Legacy Space C2 systems provided NORAD/NORTHCOM, USSTRATCOM, and US Space Force command structures with the information management, decision aids, and connectivity required to monitor, assess, plan, and execute assigned strategic, space operations, and missile defense missions.

The Combatant Commanders Integrated Command and Control System (CCIC2S) is a unique, integrated, C2 “system of systems,” to provide data communication between external sensors and end users; mission processing for air and missile warning mission and system operations functions. The system supports nation strategic objectives with Integrated Tactical Warning/Attack Assessment (ITW/AA) and provides missile and air warning cueing, and engagement information to theater combatant commanders. The system consists of terrestrial and space-based sensor outputs, C2 nodes, and communication and dissemination links, connecting the US and Canadian defense information networks.

Emerging threats require new and innovative Strategic C2 approaches for strategic warning time analysis, attack origination identification, weapon system identification, multi-phenomenology track custody, event correlation, threat determination, and multi-domain attack characterization.

The Government is in need of solutions to provide integrate, process, and evaluate high fidelity data from non-ITW/AA (Global Defense Integration and C2BMC), and non-traditional data sources (Intel and theater) for integration into the CCIC2S enterprise to introduce advance correlation, fusion, and harmonization of data displayed to the warfighter to provide a common operating picture and improve prediction accuracy and tracking to increase the time critical decisions and responses.

3.0 Problem Set

3.1 Delivery Period: TBD based on responses.

3.2 Limitations:

3.2.1 The contractor will be reporting to the System Program Office (SPO) and may be requested to participate in a Scaled Agile Framework Agile Release Train (SAFe ART).

3.2.2 Previous experience developing advanced correlation, fusion, and harmonization of data displayed to the warfighter to provide a common operating picture and improve prediction accuracy and tracking to increase the time critical decisions and responses.

3.3 Security Requirements: Responses shall be Unclassified only.

4.0 Requested Information

The Government is seeking to identify potential vendors who have experience to develop advanced models to correlate, fuse, and harmonize display data to achieve the objectives outlined below:

4.1 Develop low latency, high fidelity source geolocation fused state estimates from multiple data sources, with corresponding association, correlation and fusion algorithm changes that are directed by the Government in support of NCMC ITW/AA mission specific objectives.

4.2 Identify solutions for deficiencies and enhanced NCMC/ITW/AA capabilities to include modifications to subsystems to include changes to message processing redesign, algorithm changes, internal interface changes, graphical user interface changes, or addition of new messages types.

4.3 Demonstrated experience to integrate and potentially enable additional future data sources, i.e., make algorithm scalable for additional potential future sources to include code standardization.

4.4 Introduce advance correlation/fusion and decision support system (DSS). As required; update implement, test and demonstrate associated software and/or hardware across the CCIC2S development environment to ingest, process and display data.

4.5 Integrate new data sources determined advantageous by the NCMC-ITW/AA program office into the CCIC2S Display; harmonize threat-processing algorithms, harmonize displays, object discrimination and modernize database content with additional multi-domain meta-data to improve threat assessment and attack characterizations required to address existing and emerging threats.

4.6 Examples of previous efforts/solutions that meet data harmonization requirement.

5.0 Responses

5.1 Interested parties are requested to respond to this RFI with a white paper.

5.2 White papers are due no later than 4 March 2022, 1700 MST.
