SF 30 Amendment of Solicitation/Modification of Contract Solicitation No. SSA-RFQ-09-1796

Dated: August 4, 2009

Question #2 Cont from SF 30:

My question is what federal or California agency grants these powers? These “police powers” are usually reserved for law enforcement or “Private Police” not security guards.

I contacted the California Department of Justice to see what state agency would handle the licensing and regulations of “Private Police”, they stated that there is no agency that handles this function and that the Social Security Administration would have to apply for the necessary permits and licenses through a local law enforcement agency. Usually it is the state government that would issue these types of “State-wide” powers, not a local police agency.

Answers for # 2:

State-wide law enforcement authority was not specified in the Statement of Work. So this statement is incorrect. Please refer to the Section – Services to be Performed, Requirements, paragraph 2, page 6.

The California Department of Justice is correct. Only government state, local, or federal agencies have law enforcement authority as required for the CDI Units which includes police powers.

Question # 3

Are you accepting proposal responses via email for the above solicitation now due August 10, 2009, at 2 pm or hard copy only? On the cover of the solicitation on FBO, it states: “Responses to this announcement must be in writing and submitted to the address cited at the beginning of this notice or by email to renata.terry@ssa.gov. The due date for responses is August 10, 2009 at 2:00 P.M. PST. Faxed responses shall not be permitted.

Answers for # 3 - Proposals can be submitted by email

Question # 4

Section H requires reference and qualifying information.

Normally when we work a grant or task force “WE” are the lead agency and smaller agencies join us. Please tell me exactly what would satisfy the needs for this RFQ.

Solicitation No. SSA-RFQ-09-1796

Dated: August 4, 2009

Answers for # 4 - You can provide references from any state, local or federal agency that you have worked with on previous contracts within the past three years or ones that you are presently working on.

Question # 5

1) The Base Year Pricing form asks for rate/month for vehicles/leases, insurance, maintenance, mileage – You would like us to group all price factors into one per month rate for both vehicles? (This information does not have to be broken out – example, lease cost one monthly figure, maintenance cost one monthly figure, etc?

The solicitation, page 3, Pricing Form has the footnote, “*Please provide on a separate sheet as an addendum to Section B, Supplies and Services, how your prices for each item indicated above was established”. You would like us to complete a separate form, named “supplies and services” and on that form break out how each item on the Pricing form was established? Or does the separate form apply to supplies and service costs only? This is unclear.

2) The Base Year Pricing form asks for the hourly overtime rate. Is it mandatory we provide this information, despite overtime not being a part of our quote? Is overtime mandatory for this quote?

3) The Training cost of $12,000 is a mandatory training that must be included in our quote?

4) Section D-5, Designation of Contractor Program Manager – is it OK for us to include this info on a separate sheet (Name, Title, Telephone No., Address, and Email) or must we submit the info on page 14 of the RFQ?

5) Section F – Offeror Representations and Certifications – We are not able to determine what needs to be completed here. The document states, “If an offeror has not competed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision.” – Shall we complete the sections in the document, or extract those sections of the provisions? In other words, would you like us to submit pages 47 – 58 – which is where (c) - (m)?

6) Offeror acknowledgements of any solicitation amendment – Since this is a wholly new solicitation (cancelled the previous solicitation and amendments) – do we need to acknowledge an amendment? In what format?

SF 30 Amendment of Solicitation/Modification of Contract

Solicitation No. SSA-RFQ-09-1796

Dated: August 4, 2009 Answers for # 5

(1) The quote should be for two vehicles suitable for undercover surveillance and include all maintenance, repair, insurance and leasing costs and any special equipment needed per month. These figures do not need to be broken down in the quote.

(2) Overtime is not mandatory however; each investigator may work up to 50 hours per month. For that reason, the quote should include the hourly rate estimate for 50 hours per investigator per month.

(3) The $12,000 figure for training is no longer valid. This figure should not be included in the quote.

(4) Space has been provided on page 14 of the RFQ for this information.

(5) Section F – Offeror Representations and Certifications you can either complete the document electronically at http://orca.bpn.gov, or complete the document in the Request for Quote (RFQ).

(6) Since Solicitation Number SSA-RFQ-R9-09-FRAUD was cancelled, you do not need to acknowledge any of those amendments.

Question # 6 The Base Year Pricing form requests “mileage estimated at 5,000 miles each @ $ per mile” be included in the vehicle line item cost.

Does this mean?

A) 5,000 miles total for each vehicle over the 12 month contract period (about 417 miles per month per vehicle)? OR B) 5,000 miles each for per month (thus 120,000 miles for the entire year)

Option A seems likely however it is not clear.

Answers for # 6

Option B is the correct answer. We will reimburse up to 5,000 miles a month per vehicle depending on the actual use, so the quote should be for 10,000 miles per month.

END OF QUESTIONS AND ANSWERS

(B). The amendment must be acknowledged by signing and dating the document and returning (1) copy.

(C) The amendment is due no later than Monday, August 10, 2009, at 2:00 pm. PST.
