Pre-solicitation Synopsis ITSSC II - Addendum

Information Technology Support Services II Contract – Baltimore, MD
A. SYNOPSIS OBJECTIVE: Provide further information to industry of the agency’s
Information Technology Support Services requirement and request interested parties submit comments and questions concerning the draft documents attached herein.
B. SYNOPSIS: The Social Security Administration plans to acquire contractor support services to assist the Office of the Deputy Commissioner, Systems /Office of the Chief
Information Officer in its efforts to perform work required to ensure that ongoing support to the agency programmatic, administrative and management information systems meet the needs. This need will support the agency in addressing Agency Strategic Plan and
Information Resources Management Strategic Plan goals and objectives and to assist the agency in developing the systems to support the agency for the next ten years.
Contracting Officer (CO) anticipates using the policies in Federal Acquisition Regulation
(FAR) Part 12, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15, Contracting by Negotiation, and the policies and procedures for giving preference to making multiple awards of indefinite-delivery, indefinite-quantity (IDIQ) contracts under FAR 16.5. The ordering period of the multiple award contracts, including the number of options, may cover the timeframe of January 2017 through September 2026. The North American Industry Classification System (NAICS) code for this requirement is 541519, Other Computer Related Services. The size standard for this NAICS code is $27.5 million. The procurement will be conducted under full and open competition, on an unrestricted basis. No set-asides will be used.

Note: Per FAR 5.102, the CO will publish the agency’s solicitation, along with any amendments, and relevant questions and answers, electronically through the government-wide point of entry (GPE) at www.fedbizopps.gov. The agency hopes to increase competition, broaden industry participation in meeting the agency’s requirements, and assist small business concerns in collaborating with large businesses to form subcontracting opportunities.
