SECTION B– STATEMENT OF WORKPRIVATE

1.0 PURPOSE OF NATIONAL CHANGE OF ADDRESS (NCOA Link) PROCESSING Over 40 million Americans change their address annually, which creates formidable obstacles in maintaining a high-quality mailing list. The NCOALink product makes change-of-address information available to mailers to help reduce undeliverable mail pieces before mail enters the mail stream.

The NCOALink process consists of computer software purchased, leased or developed by the licensee to access the NCOALink data. The United States Postal Service (USPS) certifies the process and licenses the NCOALink product to private sector companies for commercial mail list processing or internal mail list management. The USPS provides updated, computerized change-of-address information on a regular basis to the NCOALink licensees. The NCOALink process improves mail deliverability by providing mailers with current, standardized, delivery point coded addresses for individual, family, and business moves.

NCOALink processing means standardizing addresses provided by Social Security Administration (SSA) and presenting the names and standardized addresses to the NCOALink database. The NCOALink database contains information on permanent address changes submitted to USPS by individuals, families and businesses within the last three (3) years. During NCOALink processing, the contractor will annotate the SSA database and add the new address when there is an exact match between the name and current address on SSA's records with the name and old address on the NCOALink database.

NCOALink processing of SSA's major database, the Master Beneficiary Record (MBR) is required to meet USPS' change-of-address “Move Update” requirements. The MBR currently contains an estimated 62 million address records that SSA needs to submit for NCOALink processing every 95 days. Based on historical data, SSA expects the number of address records to increase to an estimated 70 million records over the next 5 years.

2.0

GENERAL REQUIREMENTS, SCHEDULING OF DELIVERABLES

1. The contractor will complete testing the NCOALink update process no later than

April 30, 2013. SSA will provide test files totaling no more than 62 million records. SSA anticipates two tests: one test of approximately 5 million records, and a second test of 55-57 million records. SSA may modify the test suite (e.g., eliminate the first test and/or second test). The contractor shall not charge SSA for the tests.

2. The contractor shall complete the first NCOALink update no later than 95 days after award at a time set by mutual agreement between the contractor and SSA. The contractor will perform subsequent updates at 95-day intervals or at a time set by mutual agreement between the contractor and SSA.

3. The contractor will begin the updates by obtaining from SSA the MBR files. See Section C-4 and C-5 for details on data transmission/connectivity requirements. See Section C-6 for the SSA NCOALink processing file format.

4. The contractor will complete the updates and provide acceptable deliverables to SSA no later than five workdays following receipt from SSA of the MBR files or at a time set by mutual agreement between the contractor and SSA.

5. The contractor will immediately inform SSA's contracting officer in writing if at any time during the contract term the contractor:

a) Is no longer an authorized USPS NCOALink licensee, or

b) The USPS notifies the contractor that it is cancelling or suspending its NCOALink authorization..

6. SSA may terminate the contract if either event described in (e) occurs.

7. During the course of this contract, SSA may modify the requirement to increase the frequency and volume of records transmitted to the vendor for NCOALink processing. The frequency of transmissions could be as often as daily and the number of records transmitted could be 40,000 to 80,000 daily, totaling an additional 10 to 20 million records per year above the estimated 62 million that it would transmit quarterly under the contract.

3.0 NCOALink UPDATE PROCESSING REQUIREMENTS The contactors NCOALink processing of the MBR will;

1. Be consistent with the guidelines contained in the most recent version of USPS’s Domestic Mail Manual.

2. Require the use of correct ZIP+4 Codes. (SSA updates the ZIP+4 Codes on the MBR every 90 days using Coding Accuracy Support System (CASS)-certified software.)

3. Result in an output list that is eligible for the lowest automated postage rates offered by USPS.

4. Require that NIXIE codes be provided where NCOALink processing does not return a new address but indicates that the individual has relocated. ("NIXIE" is not an acronym but a USPS term for mail with address problems. In NCOALink processing, NIXIE identification marks records that are potential NCOA match records, but which have slight differences between the customer's name and address and the NCOA record. NCOA requires a perfect match for a new address to be returned.)

5. Provide SSA with a separate list of the "hits" (exact matches) identified during NCOALink processing.

6. NOT delete any address or record, even if the addressee has moved and left no forwarding address.

If requested by SSA, the vendor's Locatable Address Conversion System (LACS) processing of the MBR shall:

Identify and mark all records on the portion of the MBR submitted for processing for which an exact match is found between an existing rural route address and an updated address, which includes a numbered street. (Please note that, at time of award, SSA does not need LACS processing and might not request LACS processing at all during the life of this contract) The contractor will:

1. Standardize the MBR address.

2. Annotate the MBR when there is an exact match between the current name and address and the NCOA link name and old address. *SEE SSA PAYEE LEGENDS BELOW

3. Accomplish the NCOA updates by adding the new addresses without deleting the old addresses when there is an indication of a change of address (COA).

4. Include the record date of address change.

5. The records shall be marked to indicate whether the move was for an individual, a family or a business.

6. Create a separate file of records with address changes.

7. Provide separate file of records with address changes to SSA.

8. Provide an output list that enables SSA to meet USPS “move update” requirements.

9. Provide SSA with documentation of the NCOA updates which will be acceptable to USPS as proof of meeting the COA requirements as stipulated by USPS.

10. Provide LACS updates on a schedule mutually agreed upon by the vendor and SSA as this information becomes available from USPS. (Option of SSA) SSA NCOA PAYEE LEGENDS In order to correctly identify the addressee, the SSA payee legend field (input pos. 12-99) must be searched for certain key words that indicate a relationship between the addressee and payee. 4.0 DATA TRANSMISSION

SSA will provide the MBR files to the contractor via wire transmission:

Connectivity:

Upon award of this contract, the Government will determine the connectivity method between SSA and the Contractor. Internet Protocol (IP) will be the connection protocol for the transmissions. The connectivity method will be through the Internet using an encrypted VPN tunnel or the Government will place an order for a dedicated circuit under GSA’s Networx contract to be installed within 60 to 90 calendar days between the contractor’s location and SSA’s network interface location. Either connectivity method will be encrypted with the AES256 encryption algorithm. For the Internet option to be used the Contractor must have an Internet ready VPN IPSec capable hardware device. The Government will not be responsible for any cost associated with the VPN Internet connection that the Contractor may occur. The connection method is at the sole discretion of the Government. The cost of the dedicated circuit connection will be borne by the Government. The Government shall not be responsible for installation delays of data connections due to any external influences such as employee strikes, weather, supplies, etc; which conditions are beyond the control of the Government.

If a dedicated circuit is deemed necessary, SSA will provide the dedicated data connection, including a router, and firewall at the contractor’s specified locations. The contractor shall provide adequate rack space for securing the router and firewall; the contractor shall provide a dedicated analog dial-up line within 8 feet of the router. This dedicated analog dial-up line will be used for router management and access for troubleshooting. The line must be in place and active prior to the installation of the circuit/router.

In addition, upon contract award, the contractor shall provide a complete delivery address with nearest cross-street, contact name and phone number for installation of data transmission services and equipment. The contractor’s contact person shall be available for delivery of services at the specified location. The Government shall not be responsible for incorrect or lack of address information, nor for non-availability of contact persons at the delivery site.

It is the Contractor’s responsibility to notify SSA when systems or data line problems arise and transmission(s) cannot take place. SSA’s first point of contact for systems or data line problems is the HELP DESK at 877-697-4978.

FILE TRANSFER MANAGEMENT SYSTEM (FTMS) REQUIREMENTS

The contractor shall provide the capability to interface with SSA's national File Transfer Management System (FTMS) for electronic transmission of National Change of Address (NCOALink) files. SSA will provide at SSA's expense the necessary data connection to the contractor's location. The contractor must provide at its expense the equipment and operating software platform, and the file transfer software required at their location. SSA utilizes, and the contractor must provide compatibility with the Cyberfusion product of Tibco. Also the contractor must keep-up-to date with all license requirements, updates and patches of the IBM z/OS operating on z196 Series Hardware. The contractor may implement this capability on any of the following platforms: IBM/MVS or IBM/OS390 mainframe, or personal computers running NT, UNIX (IBM's AIX, SUN or HP). NOTE: SSA must approve prior to award the platform selected by the contractor. The contractor may determine the media type on which files from SSA will be received, provided that operator intervention (e.g., a tape mount) is not required at SSA or the contractor's production facility. Multiple transmission sessions must be possible simultaneously on the contractor's equipment. All files transmitted by the SSA will be written as Physical Sequential or "flat" files at the contractor's location and will be distinguished with a "runs date" in the contractor's file name. Virtual Storage Access Method files and Generation Data Groups, supported by IBM/MVS or IBM/OS390 operating systems, are not permitted under this contract. The contractor's storage format must not preclude the availability of the Cyberfusion Checkpoint/Restart feature.

SSA is currently in the process of migrating to a mainframe based IP solution for file transfers. When this platform is available, at any time after its implementation, SSA may, at its option, elect to migrate this service to an IP solution. The IP solution will require the Cyberfusion version for IBM z/OS operating on z196 Series Hardware. SSA will continue to support existing SNA connections, but, in the future, will require Cyberfusion for IP for new sites requiring connection to SSA’s network.

NOTE: The contractor may not use VM/VSE/ESA on a mainframe system, as this hampers automated file transmission.

The contractor's FTMS software shall be operational for the receipt of data files from 00:01 ET Monday until 24:00 ET Saturday, unless otherwise specified by SSA. The communications protocol between SSA and the contractor will be IBM's Systems Network Architecture (SNA) using Synchronous Data Link Control (SDLC) or token ring, i.e., IEEE 802.5. The platform provided by the contractor may implement either a Physical Unit (PU) type 2/2.1 or a PU type 4/5. If PU type 4/5 is provided, the interface will use SNA Network Interconnect (SNI) according to SSA's technical standards. The FTMS applications will communicate using the Logical Unit (LU) type 6.2 protocol employed by SSA's FTMS.

The contractor is responsible for providing complete hardware and software compatibility with SSA's existing network. Production file transfers will be established according to SSA's standard procedures for transmission control, dataset naming, and resource security. The contractor's file management system must accommodate multiple file transmission sessions without intervention at either end. The contractor must have sufficient capacity to support the number of concurrent transmission file sessions as dictated by SSA. This will apply, regardless of the number of workloads transmitted to the contractor daily. If SSA provides multiple workloads, there must be sufficient capacity at the contractor's production facility to accept transmission of all files according to their schedules.

It is the contractor's responsibility to notify SSA when system(s) or line problems arise and transmission(s) cannot take place. SSA's first point of contact for systems or connectivity problems shall be the HELP DESK at 1-877-697-4889.

Upon request, the Contractor will provide SSA with a list of “authorized personnel,” that is, all persons who have or will have access to confidential information covered by this clause.

(d) The Contractor shall process all confidential information under the immediate supervision and control of authorized personnel in a manner that will: protect the confidentiality of the records; prevent the unauthorized use of confidential information; and prevent access to the records by unauthorized persons.

5.3 AS 4201 Post Award Evaluation of Contractor Performance (JULY 2011)

a) System Use: The Social Security Administration (SSA) subscribes to the Department of Defense (DoD) Contractor Performance Assessment Reporting System (CPARS) for collection of contractor performance information as required by Federal Acquisition Regulation (FAR) Subpart 42.15.

CPARS is a web-enabled application that collects and manages a library of automated contractor report cards. A report card assesses a contractor’s performance and provides a record, both positive and negative, on a given contract for a specific period (typically one year). Each report card is based on objective facts and is supported by program and contract management data. Use of CPARS promotes report card consistency, and increases data integrity.

CPARS employs an electronic workflow allowing government officials to evaluate and rate a contractor’s performance on a given contract for a specified period. CPARS also allows contractors to electronically submit comments regarding the Government’s performance evaluation and indicate concurrence or non-concurrence with the overall evaluation. The CPARS process includes an electronic “check-and-balance” where an individual one level above the Contracting Officer (CO) (CPARS uses the term Reviewing Official) reviews each Government-Contractor disagreement to ensure the report reflects a fair evaluation.

b) Contractor Performance Evaluations: Interim and final contractor performance evaluations shall be prepared on this contract per FAR Subpart 42.15. The final performance evaluation will be prepared and completed within 120 days after completion of the contract, order, or agreement.
