Request for Proposal No. SSA-RFP-12-1027 for
Information Technology Engineering Support Services
IT Operations and Security (ITOS) Tasks
The purpose of this solicitation and resultant contract is to provide continued expert information technology engineering support services for the Social Security Administration (SSA), Office of Telecommunications and Systems Operations (OTSO) mainframe, distributed and telecommunications environments.
This solicitation is being set-aside 100% for Small Business. At the time of proposal submission, any small business concern or joint venture submitting a proposal shall be registered as a Small Business on the Central Contractor Registration website at http://www.ccr.gov/ . The Government intends to award a single Labor Hour contract with an Indefinite Delivery, Indefinite Quantity (IDIQ) line item for additional services, and a Cost Reimbursement line item for travel, to the small business whose proposal represents the best value as determined by the Government.
These support services are required for a base term of 12 months. There will be four, one-year option periods for a potential contract life of 60 months. Utilizing onsite space and facilities furnished by SSA, the contractor shall provide experienced and qualified personnel as required herein to provide expert systems engineering support services. Support is primarily required at SSA headquarters in Woodlawn, Maryland, but could also be required at the Agency Secondary Support Center and the upcoming National Support Center. Other occasional travel may also be required.
One award will be made to the responsible Offeror whose proposal, conforming to the solicitation, represents the best value to the Government. In order to be considered for award, an Offeror must demonstrate the capabilities and capacities to meet all of the Government stated requirements in this RFP. Prospective offerors are invited to submit proposals in response to this solicitation in accordance with the instructions contained herein and in the attached documents.
Interested parties should submit any questions or requests for clarification concerning this RFP to Traci Leach via e-mail at: Traci.Leach@ssa.gov no later than 12:00 p.m. ET on Friday June 8, 2012. This solicitation contains the following:

· Performance Assessment Report All submissions shall be sent to the undersigned via mail or hand delivery. EMAILED OR FAXED RESPONSES WILL NOT BE ACCEPTED.
DEADLINE: Proposals shall be submitted to this office for receipt no later than 3:00 PM ET on June 15, 2012. Please pay close attention to the proposal preparation instructions and the evaluation criteria when preparing your response.
Your proposal should contain your best terms from a technical, schedule and price standpoint. An expeditious award is desired. Therefore, the Government reserves the right to make an award based solely upon initial proposal received, without any discussions.
