About this file
This Statement of Work (SOW) details the Air Force Research Laboratory's (AFRL) requirement for a camera array system to be installed at the SkyVision Test Site located at Springfield-Beckley Airport in Springfield, OH. The system is needed to enhance situational awareness and support safe operations for Advanced Air Mobility (AAM), including Uncrewed Aircraft Systems (UAS) and electric Vertical Take-off and Landing (eVTOL) aircraft.
The required camera array system must provide 3-D positioning with 360-degree coverage, have a detection range of approximately 4 miles, include ADS-B capability, support remote camera controls, and interface with standard ASTERIX data protocols. Key technical requirements include high probability of detection, tracking continuity, and target identification capabilities. The contractor will need to coordinate with the airport on mounting and structural requirements, potentially requiring an engineering study of tower load capabilities. The installation, integration, and training support phases are to be proposed as individual tasks or combined, with the objective of supporting terminal aircraft operations using electro-optical/infrared (EO/IR) technology.

STATEMENT OF WORK
Camera Array System as Virtual Tower for SkyVision Test Site
Document Date: 19 May 2025
Background & Scope: The AFRL SkyVision Test Site, located at Springfield-Beckley Airport in
Springfield, OH, required the integration of additional sensors to enhance situational awareness of the surrounding airspace. A camera array system is necessary to ensure comprehensive monitoring of local air traffic, thereby supporting safe operations and maintaining optimal situational awareness. This effort is to benefit the City of Springfield, the National Air Mobility Center of Excellence (NAAMCE), and the Air force Research Laboratory (AFRL).
As Advanced Air Mobility (AAM) evolves, including the introduction of Uncrewed Aircraft Systems
(UAS) and electric Vertical Take-off and Landing (eVTOL) aircraft, the operational goal is for these aircraft to operate uncrewed with remote pilots.
This acquisition is intended to procure one (1) camera array system to cover terminal operation at low altitude in the immediate airport airspace. The system should enhance SkyVision Ground-Based Detect and
Avoid (GBDAA) effectiveness and coverage by integrating a visual component supporting for transitioning aircraft operations to the radar coverage floor. The system expands the role of “electronic observer” that was validated with SkyVision in a radar environment to show how EO/IR sensors can replace the “visual observer”. The objective of this system is to perform terminal aircraft operations of an uncrewed aircraft supported by EO/IR technology.
Requirements/Salient Characteristics:
1. Provides 3-D positioning and 360 coverage
2. High probability of detection, tracking continuity and target/track (ID, altitude, speed, heading, etc.) information for crewed airborne aircraft
3. ADS-B capability installed and operational correlating flight track information with visual aircraft
4. Detection range of approximately 4 miles
5. Low failure rate
6. Standard power requirements (110/220 VAC 50/60 Hz)
7. Installation, integration (Integration means getting equipment installed and working and demonstrating the remote operation (Requirement 9) and that the data interface can be sent to another location (Requirement 10)., and training support required (Installation location slides attached). The installation, integration, and training support phases shall be proposed as individual tasks, options, or combined, but must be clearly addressed. Contractor’s preference on how they wish to cost these phases.
8. Camera controls need to be operated remotely.
9. Supports standard ASTERIX data interface to multiple locations.
10. Environmental Protection for the system
11. Training and maintenance plan options.
12. The contractor will need to coordinate with Springfield-Beckley Airport on mounting and structural requirements for installing their equipment on the tower. This may require an engineering study of the acceptable loads on the tower itself.
