The requirement is for high-performance ballistic helmets that can stop multiple 9mm impacts, withstand extreme temperatures from -40°F to 140°F, and meet stringent protection standards including a minimum V50 fragmentation rating of 2,050 feet per second. Specific requirements include a high-cut design in Ranger Green, one-size-fits-all configuration, weighing no more than 4 pounds, and featuring side rails, suspension system, retention system, and Velcro attachment points.

Vendors must submit a 10-page capabilities statement by 11:00 AM EDT on July 24, 2025, to two specified email contacts (Pravin Upadhyay and Judith Campbell). Ballistic Helmets

SOURCES SOUGHT ANNOUNCEMENT

CONTRACTING OFFICE ADDRESS:

Naval Criminal Investigative Service (NCIS), Acquisitions Division, Code 14B, Russell-Knox Building, 27130 Telegraph Road, Quantico, Virginia 22134.

INTRODUCTION:

This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms, certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business), to provide the required Ballistic Helmets.

Background:

The requirement for ballistic helmets originated from a critical operational need to enhance agent safety in the field. As threats to law enforcement personnel increase the need for up-to-date, mission-ready personal protective equipment (PPE) has become paramount. This procurement directly supports the Department of Navy (DON’s) broader mission of force protection and readiness by ensuring Naval Criminal Investigative Service (NCIS) agents are equipped to operate safely and effectively.

Place of Performance:

ATTN: NCIS Barb Marmann 825 Greenbrier Circle, SUITE I Chesapeake, VA 23320

Delivery Date: Within ninety (90) days of the contact award

REQUIRED SPECIFICATIONS AND CAPABILITIES:

The requirement is for Ballistic Helmets with the specifications mentioned below:

The ballistic helmets required under this procurement must meet a set of highly specific operational, safety, and form-fit-function criteria that significantly narrow the pool of acceptable suppliers. These characteristics reflect the minimum essential requirements of the Government, which are non-negotiable due to the life-saving nature of the equipment and the unique operating environment of NCIS personnel.

The ballistic helmet must provide law enforcement personnel with reliable protection against common pistol-caliber ballistic threats encountered in the United States. It must serve as an operationally functional piece of personal protective equipment (PPE) during tactical missions, including the execution of high-risk search warrants. The helmet must maintain ballistic integrity while also being suitable for regular field use, allowing agents to operate safely and effectively under physically demanding and varied environmental conditions.

Ballistic helmets shall stop multiple impacts from the following threat projectile at the specified impact velocity window: 124gr 9mm. Impact velocity of 1,400, +50/-25 feet per second (fps).

Ballistic helmets shall have no more than twenty (20) mm of backface deformation on any test shot impacting the front of the helmet. Ballistic helmets shall have no more than fifteen (15) mm of backface deformation on any test shot impacting the left side, right side, rear, or crown of the helmet. Helmets shall be able to stop threat ECFO with a shot-to-edge distance of 25 millimeters

(mm) or greater from any finished edge. Any/all fasteners of the helmet shall be capable of withstanding impacts from threat projectiles directly on or immediately next to the fastener.

The ballistic integrity of the helmet shall not be compromised after exposure to extreme temperatures ranging from negative (-) 40 degrees Fahrenheit up to positive (+) 140 degrees Fahrenheit. In fragmentation testing, ballistic helmets shall have a minimum V50 rating of 2,050 feet per second (fps), using the 17-grain fragment-simulating projectile (FSP). Helmets shall be available in “High-cut”. Other than the difference in coverage, the ballistic material and construction process shall be the same. A “High-cut” helmet shall offer ballistic protection that extends down to just above the user’s ear. Helmets shall comfortably fit most head sizes. This must be accomplished through one-size fits all. Helmets shall be available in Ranger Green. A complete helmet, fully configured with side rails, suspension system, and retention system, shall not weight more than 4.00 lbs.

All ballistic helmets shall be designed in a manner which protects the ballistic resistant material from degradation from moisture and ultraviolet (UV) exposure. All materials used in the helmet and accessories shall be corrosion resistant or finished with a corrosion resistant coating. Helmets and all accessories shall be able to withstand temperature changes consistent with storage and operational use in various climates.

Ballistic helmets are expected to withstand minor drops, bumps, and impacts consistent with operational use. Ballistic helmets shall meet all non-ballistic requirements outlined in the DEA and FBI Ballistic Helmet Test Protocol including Impact Attenuation, Compression Resistance, and Retention Buckle / Strap Strength testing. Helmets shall have a retention system capable of adjustment to the user’s head. Helmets shall be equipped or have the ability to integrate stabilizing bungees. Helmets shall have a suspension system (interior padding) that can be moved and/or adjusted by the user for comfort. Helmets shall have a Velcro set (pre-attached or in the box) for attachments to the exterior of the helmet. Velcro sets shall, at a minimum, provide coverage in the following locations: at the front of the helmet on either side of the shroud, at the rear of the helmet, over the side rails, and on the crown. Velcro shall be color matching (or similar) to the helmet color.
