About this file
This document is a Statement of Work (SOW) for the Rosebud New Hospital Lift Station Construction project for the Indian Health Service (IHS) located in Rosebud, SD. The project involves a comprehensive replacement of an existing wastewater lift station serving the hospital quarters, tribal program buildings, and surrounding complex. The scope includes full removal of the current lift station infrastructure and construction of a new lift station with improved capacity, featuring a wet well, dry well, chopper pumps, force main connection, and a new control system for monitoring flow and equipment status.
The project has a 120-calendar day performance period from the Notice to Proceed, with an anticipated project magnitude between $500,000 and $1,000,000. Unique project requirements include compliance with the Oglala Sioux Tribe Tribal Employment Rights Office (TERO) regulations, which mandate a 4% fee on the total contract price, weekly certified payroll reports, and work permits for non-local Indian employees. The project aims to address current infrastructure limitations, including frequent pump replacements and potential infiltration and inflow issues in the existing system. The IHS will provide a fixed-price contract with progress payments contingent on accepted schedule items and approved invoices.

STATEMENT OF WORK
Rosebud New Hospital Lift Station Rosebud Service Unit Rosebud, SD
1. Project Description A. Title:
B. Location: This project is at the Rosebud Hospital, in Rosebud, SD.
C. Period of Performance: 120 calendar days from Notice to Proceed.
D. Description: This project will include the full removal and replacement of the lift station for the Rosebud complex. The existing lift station provides wastewater service to the hospital quarters units, and several tribal program buildings. Once installation is complete the new lift station will take the full sanitary load for the area currently being serviced by the existing lift station and be sized to handle expansion in the future. Then the existing lift station consisting of the wet well, dry well, pumps and piping will be demolished. The new lift station will consist of a wet well, a dry well, installation of chopper pumps, and force main connection. This project will also include a new control system to allow the facility to monitor flow into the lift station and the status of the equipment.
E. Background: The Rosebud Comprehensive Health Care Facility needs to replace the existing sewer lift station due to deterioration and sizing limitations. The existing lift station provides wastewater service to the hospital, hospital quarters units, and several tribal program buildings. Currently the lift station pumps are replaced every other year due to excess wear and overuse. Additionally, the manholes upstream of the lift station have been observed to fill between 25-85% full, which indicates that the current system isn’t keeping up and that there is possible infiltration and inflow (I&I) occurring. A recent field visit showed that the existing dry well had standing water in it and the existing fittings and valves that connect to the force main showed signs of deterioration. The lift station project will incorporate the demolition of the existing wet well, dry well, piping, and pumps, along with the construction of a new lift station, installation of chopper pumps and connection to upstream manholes and gravity sewer.
