About this file

This document is a presentation for an Industry Discussion meeting regarding a Sources Sought notice (SS-26-055) issued by Military Sealift Command (MSC) for a commercial oiler vessel.

MSC is seeking a T-AO-like capability to provide underway replenishment services with the following specifications: US flag vessel with fuel delivery capability on both port and starboard sides (2 fuel stream rigs on port, 1 on starboard) using single or double-probe T-AO-like hoses approximately 2.5 inches in diameter; deadweight tonnage of 45,000 metric tons; 3,000,000 gallon fuel capacity; capability for 3-station underway replenishment; capacity for 15 super cargo; and SECRET-level facility clearances required for senior officers. The notional contracting approach will follow MSC standards with competitive procurement using a time-charter format (MSC TANKTIME proforma) with a fixed day rate, fuel pass-through costs, and mission cost pass-through (canal and port fees). Facilities clearance at the SECRET level must be in place at the time of offering. The procurement will be set-aside for small business unless no reasonable expectation exists of two or more viable small business offers. The meeting documentation clarifies that nothing discussed commits the Government to pay any costs, issue a solicitation, or enter into a contract, with only a Contracting Officer authorized to obligate the Government.
