SOURCES SOUGHT NO. SS-24-118: QUESTIONS & ANSWERS
QUESTION 1: Subject states “Fuel Delivery System (FDS) or FDS on Charter Commercial Tanker”. Is the intent for the commercial tanker company to design an FDS that will be suitable for one of their own (contractors) tankers but may end up being used on a different 3rd party owned tanker instead with the possibility of the design company not getting awarded the charter? Please clarify the “or”.
ANSWER 1: No. Commercial Tanker Company design would be used on one of their own Tankers. Should Read “Fuel Delivery System (FDS) on a Chartered Commercial Tanker.”
QUESTION 2: Para (2) states that MSC is looking to identify a company with interest in competing for a contract for a commercial tanker with a contractor designed fixed or modular installed FDS. Is the intention that our company could win the charter but not the design? Will it be expected that our company would have to share our ship drawings with a 3rd party? Please clarify.
ANSWER 2: Company would have to provide the design and vessel. Company would be expected to share drawings with Government Organizations and regulatory bodies.
QUESTION 3: Para (2) states the FDS design could be fixed or modular. Please confirm if it is meant to transfer from port or starboard side, or both? Please confirm if modular, is it expected to be used on the supplying ship only with no parts/crew needed for deploying to the receiving ship?
ANSWER 3: Transfer either port or starboard side. The RFP would clarify what side. There is no expectation that the supplying ship (FDS Vessel) would provide parts/crew for the receiving vessel.
QUESTION 4: Para (3) states “Fuel delivery system is a standard replenishment alongside method...” please clarify what “alongside” means – stationary or underway? If underway, please provide min and max speeds required from the supplying and receiving ships, as commercial tankers usually operate at slower speeds than Navy Combatants. If static, please advise if fendering system is also be included in the proposal.
ANSWER 4: Alongside means underway at sea in the range of 10 to 13 Kts. No fendering requirement.
