About this file
This document is a Sources Sought notice for a GNSS Simulator. The Department of Commerce Office of the Secretary is seeking vendors who can, in real-time, simulate and generate high-fidelity GNSS signals as received by a platform with an arbitrary trajectory. The simulator must be able to generate data packets with the correct modulation schemes, apply Doppler and time offsets, and simulate propagation effects for multiple GNSS constellations including GPS, GLONASS, Beidou, Galileo, QZSS, and SBAS. The simulator must also have the capability to simultaneously generate spoofing and jamming signals. The sources sought is a pre-solicitation for a future contract opportunity with Solicitation Number SS-24-0001-GNSS.

Sources Sought for GNSS Simulator
BACKGROUND:
The Institute for Telecommunication Sciences (ITS) is supporting the Department of Homeland Security (DHS). The goal of this project is to determine the effects of Global Navigation Satellite System (GNSS) jamming functions of commercially available Counter Unmanned Aerial Systems (C-UAS) capabilities on commercial GNSS dependent systems.
OBJECTIVE:
The objective of this sources sought is to locate vendors who can, in real time, simulate and generate high fidelity GNSS signals at RF as received by a platform with arbitrary trajectory. This is difficult to do correctly: for a single constellation there are N satellites in orbit each with their own doppler and range.
A simulator must generate the appropriate data packets given ephemeris data, modulate it with the correct GNSS modulation scheme, apply doppler and relative time offsets, apply propagation effects from space -> ground, apply platform effects like doppler. The GNSS must be able to support multiple channels simultaneously regarding Interference/Spoof/Jam Hardware + Software Simulator.
Functional Requirements for the GNSS simulator Simulation capability includes all commercial GNSS constellations along with supporting signals (like WAAS) and hardware/software has future upgrade path to include encrypted constellations:
• Commercial GPS: L1C/A, L1C, L1P, L2C, L5
• Encrypted GPS: L1P(Y), L2P(Y), L1-AES-M, L2-AES-M, L1-MNSA-M, L2-MNSA-M
• GLONASS: G1, G2
• BeiDou: B1I, B1C, B2I, B2a, B3I
• Galileo: E1, E1-B-OS-NMA, E5a, E5b, E5-AltBOC, E6HAS
• QZSS: L1C/a, L1C, L1S, L2C, L5, L5S
• SBAS: L1, L5 - WAAS, EGNOS, MSAS, GAGAN, SDCM
• NavIC: L5
• The capability to simultaneously generate high-fidelity spoof/jam signals for the above constellations
• Specify location of spoof/jam asset and apply pertinent propagation effects
• BroadSim Software to set up and manage a GNSS simulation scenario
