About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE) for the accreditation of its crime laboratories from the ANSI National Accreditation Board (ANAB). FDLE requires a four-year accreditation from ANAB, who has provided accreditation services to FDLE's crime laboratories since 1990 and is the only organization that can perform the on-site inspections and annual site visits required to maintain the agency's accreditation. The total estimated dollar amount for this single-source procurement is $380,000. The posting of this notice is required by Florida Statutes, and any prospective vendors have until January 10, 2023, to provide information regarding their ability to supply the requested services.

ANAB is the only accreditation body that meets FDLE's requirements, as it is the largest accreditation body in North America, is recognized internationally, and has provided accreditation for forensic service providers since 1982. Changing to a different accreditation provider at this time would be cost-prohibitive for the state, as it would require significant work hours to perform the review for a new accreditation program.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The ANSI National Accreditation Board (ANAB) is a non-governmental organization that provides accreditation services and training to public and private sector organizations, serving the global marketplace. ANAB is the largest accreditation body in North America and provides services in more than 75 countries.

FDLE has been accredited by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) since 1990. ASCLD/LAB has merged operations with ANSI-ASQ National Accreditation Board (ANAB) in 2017.

ANAB will maintain the ASCLD/LAB brand, and current ASCLD/LAB customers will continue to be accredited under the ASCLD/LAB accreditation symbol.

ANAB has provided accreditation of forensic service providers since 1982, making them the longest established provider of accreditation based on ISO standards for forensic agencies in the United States. The programs for forensic service providers changed to a foundation based on ISO/IEC 17025 in 1999 with FDLE’s accreditation to ISO/IEC 17025 in 2010. Accreditation is based on the assessment of an agency's technical qualifications and competence for conducting specific testing, calibration, and/or inspection activities within the scope of ISO/IEC 17025 as well as specific standards from the accreditation provider. All ANAB forensic accreditation programs are based on ILAC G19.

FDLE has written its standard operating procedures and administrative manuals to be accredited to the specific standards required by ANAB. For FDLE to change to a different accreditation provider when our accreditation assessment must be completed by May 2023 so we can retain accreditation is not possible. The work hours required to perform the review for a new accreditation program would be cost prohibitive to the state. ANAB customer service and quality is known to FDLE and they continually provide exceptional service. Lesser experienced accreditation companies cannot support the accreditation needs of a state laboratory of FDLE’s size.

ANAB is an international accreditation program that is recognized by the Inter-American Accreditation Cooperation for accreditation of forensic science programs for law enforcement agencies. ANAB is also the only organization that is a full member of the International Laboratory Accreditation Cooperation. Therefore, ANAB is the only program that can perform the on-site inspections required to maintain FDLE's crime laboratory accreditation. It is also the only agency that can perform the annual site visits for accreditation. Accreditation is essential for FDLE's Forensic Laboratories to maintain their high level of integrity and professionalism during criminal investigations and court proceedings.
