About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE). The FDLE intends to contract for DNA genetic genealogy, DNA phenotyping, and kinship inference analysis services from Parabon NanoLabs, Inc. to assist with forensic investigations and solving cold cases in the state of Florida. The services are required for the period of 11/15/2022 - 11/14/2023 with an estimated dollar amount of $80,000. The FDLE is the sole requester, and Parabon NanoLabs, Inc. is identified as the intended single source provider, as they are the creator and sole authorized provider of the Snapshot Advance DNA Analysis Service.

The justification for the single source procurement is that Parabon NanoLabs, Inc. is the only vendor capable of providing the complete suite of Snapshot DNA Services, including mixture deconvolution, genetic genealogy, phenotyping, and kinship analysis. Parabon has no authorized resellers, and their services are necessary and unique to assist the FDLE and Florida's Criminal Justice System in solving cold cases where traditional investigative methods have been exhausted.

The FDLE intends to contract for DNA genetic genealogy, DNA phenotyping and kinship inference analysis for forensic investigations. The state of Florida Crime Laboratory System is made up of six (6) FDLE Laboratories and five (5) county laboratories that work together to bring forensic services to Florida’s Criminal Justice System. The FDLE coordinates and manages the state of Florida’s DNA Investigative Support Database. With this database, routine searches are conducted to identify potential suspects to crime scene evidence where an unknown DNA profile has been identified. Many times the search does not yield a match and investigations can grow cold.
