About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE) for the procurement of QIAGEN forensic technology equipment. FDLE requires the purchase of one-time QIAGEN equipment, specifically the QIAsymphony and QIAgility systems, to expand and maintain its existing DNA analysis infrastructure and capabilities across the state. The equipment is necessary to provide continuous compatibility and consistency amongst FDLE's regional crime laboratories. The single source procurement is justified as the QIAsymphony and QIAgility systems are proprietary to and manufactured solely by QIAGEN, LLC, and are required to integrate with FDLE's existing validated QIAGEN equipment. The estimated dollar amount for this procurement is $175,000.
The document indicates that FDLE currently has 40 QIAGEN instruments in operation, and the agency must purchase QIAGEN supplies and implements exclusively through QIAGEN, LLC. This procurement is being conducted pursuant to Sections 120.57(3) and 287.057(3) of the Florida Statutes, and will remain posted for at least 7 business days to allow for any information from prospective vendors regarding their ability to supply the required commodities or services.

Intended Single Source:
QIAGEN, LLC

Estimated Dollar Amount:
$ 175,000
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
FDLE utilizes the Qiagen platform for DNA automation processes and utilizes the QIAsymphony and QIAgility instruments for these purposes. Additionally, Qiagen instruments are required to expand upon existing technical equipment FDLE statewide laboratories utilize. The hardware necessary to grow the system and expand the amount of work completed within our current infrastructure is proprietary to and manufactured solely by Qiagen.
The QIAsymphony system is augmented by the QIAgility liquid handling system. The QIAsymphony and QIAgility systems are the only ones that are validated to work with the QIAGEN EZ1 extraction robot already in place in FDLE’s crime laboratories. FDLE currently has 40 QIAGEN instruments in operation and these QIAGEN instruments require QIAGEN supplies and implements which can only be purchased through QIAGEN, LLC.
