About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) for the Florida Department of Law Enforcement (FDLE). FDLE is seeking to procure one (1) IBIS BRASSTRAX Acquisition Station and one (1) IBIS MATCHPOINT Analysis Station, which are specialized forensic chemical workstations used for the National Integrated Ballistics Information Network (NIBIN) system. These systems are required to support FDLE's mission to promote public safety and domestic security. The intended sole source provider is Ultra Electronics Forensic Technology Inc., as they are the sole manufacturer and distributor of these products which are compatible with the NIBIN system. The estimated dollar amount for this procurement is $200,000. The deadline for prospective vendors to provide information regarding their ability to supply the requested products is May 5, 2022.
The justification for the single-source procurement is that the IBIS BRASSTRAX and IBIS MATCHPOINT systems are the only products compatible with the NIBIN network, which is the only interstate automated ballistic imaging network in operation in the United States. No other ballistic identification technologies are compatible with NIBIN, which is a critical component of FDLE's crime-solving and prevention efforts.
