About this file

This document is a 15-day posting from Citizens Property Insurance Corporation (Citizens) describing their intent to enter into a single-source contract for the sponsorship of the Florida Public Media (FPM) emergency network. Citizens is seeking a 36-month sponsorship that will provide direct reimbursement to Florida's 28 public radio and television stations for airtime costs of FPM emergency initiatives, particularly during hurricane season. As part of the sponsorship, Citizens will receive a short tag and banner web ad approved by the member stations, though the sponsorship tags must not provide any direct call to action. The sponsorship and broadcasting will be limited to the state of Florida only. Citizens has determined that FPM is the single source for this service in the Florida market, as they provide a unique interconnected network of public broadcast stations that can tailor messages to Citizens' needs during emergencies.

The contract term is from April 24, 2023, to April 23, 2026, with a total contract value of $726,960. This opportunity is specific to the state of Florida, with the primary jurisdictions being Leon County and the City of Tampa. Citizens will review any information received from prospective vendors and, if it is determined that the services are only available from a single source, will provide notice of the intended single-source decision as required by Florida Statutes.

CITIZENS PROPERTY INSURANCE CORPORATION

DESCRIPTION OF INTENDED SINGLE SOURCE PURCHASE

SS22-2006

DATE POSTED: 10/24/2022

LAST DAY FOR RECEIPT OF INFORMATION: 11/15/2022 at 5 PM ET

Vendors are requested to provide information regarding their ability to provide the commodities or contractual services described herein, in writing, to purchasing@citizensfla.com, or Purchasing Department, 2101 Maryland Circle, Tallahassee, Florida 32303, no later than the last day for receipt of information provided above.

This description of commodities or contractual services, intended for purchase from a single source, is posted in accordance with section 287.057(3)(c), F.S., and will remain posted for a period of at least 7 business days. Interested vendors are requested to provide information regarding their ability to supply the commodities or contractual services described.

I. TITLE: Sponsorship of the Florida Public Radio, Television, and Multi-media Emergency Network

II. INTENDED SOURCE: Florida Public Media (formerly Florida Public Radio Emergency Network)

III. COMMODITY OR SERVICE REQUIRED: 36 months sponsorship of the Florida Public Media emergency network.

A. Quantity: 36 months

B. Performance and/or Design Requirements: Sponsorship providing direct reimbursement to Florida’s 28 public radio and television stations for airtime costs of Florida PBS Learning initiatives, particularly the FPM Emergency Network during hurricane season. FPM was created in 2015 to act as a statewide non-profit network of 14 public radio and 14 public television stations providing a public service to listeners/viewers before, during, and after a storm event. As part of the sponsorship, Citizens is allowed a short tag and banner web ad approved by member stations. The sponsorship tags must not provide any direct call to action. The sponsorship and broadcasting are within the state of Florida only.

IV. Justification for Single Source Acquisition: Florida Public Media (FPM), previously referred to as Florida Public Radio Emergency Network (FPREN) sponsorship: 2020 and 2022 research concludes that Florida Public Media remains a single source for the Florida market much like Citizens Property Insurance Corporation (FL) and Louisiana Citizens Property Insurance Corporation are similar, but independent, state created property and casualty insurers for their respective states. FPM provides a unique service to a limited geographic region of the country (FL) without overlapping other regions.

Part of FPM’s charter limits their services to the Florida market only. FPM provides a network of public broadcast stations (television, radio, and multi-media) interconnectivity in case of state-wide or limited regional emergencies within Florida. It provides entities with sponsorship and uses the same network to broadcast emergencies to help alert policy holders when needed. A prime example was Citizens’ use of FPM when Hurricane Ian (2022), Hurricane Michael (2018) and Hurricane Irma (2017) made landfall.

Citizens was able to alert policy holders to their specific CAT locations for claims service. Because of the mailto:purchasing@citizensfla.com unique service that FPM provides, they can tailor messages to Citizens’ needs throughout their network in case of an emergency.

V. CONTRACT TERM: 04/24/2023 – 04/23/2026

VI. CONTRACT VALUE: $726,960.00

VII. REQUESTING BUSINESS UNIT: 130 – Communications, Legislative, and External Affairs

If it is determined in writing by Citizens, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, Citizens will provide notice of its intended decision to enter a single-source purchase contract in the manner specified in section 627.351(6), F.S.
