About this file
This is a Limited Competition Justification memorandum for record documenting a sole-source acquisition by the 130th Airlift Wing of the West Virginia Air National Guard.
The West Virginia Air National Guard intends to award a firm fixed-price delivery order to Biospace, Inc dba InBody against a General Services Administration Multiple Award Schedule contract for two InBody 770 Body Composition Analyzers, with an estimated total cost of $32,305 including shipping and warranty. The vendor is Biospace, Inc (UEI MTGTVFNHLF74 / CAGE 4WXY5). The procurement is justified as sole-source based on mandatory Air Force directives requiring the specific InBody Model 770 equipment to conduct physical fitness readiness assessments. Department of the Air Force Manual 36-2905 explicitly mandates the InBody 770 for Body Fat Assessments using Bio-impedance Analysis and for Waist-to-Height Ratio measurements. The justification emphasizes that no alternative bio-impedance analyzers are authorized under Air Force directives, and the InBody 770's Direct Segmental Multi-frequency Bioelectrical Impedance Analysis technology ensures standardized, legally defensible scoring across the force without relying on empirical estimations. Market research confirms the equipment is available from GSA Federal Supply Schedule vendors. The acquisition is time-critical as official scored testing under new physical fitness standards begins September 1, 2026, and Fitness Assessment Cells staff must receive, install, and train on the equipment during the diagnostic window ending August 31, 2026. The Contracting Officer will determine fair and reasonable pricing by comparing quotations to historical prices, GSA Advantage schedules, or commercial price lists prior to award.

DEPARTMENT OF THE AIR FORCE
130TH AIRLIFT WING

Charleston, WV 25311-5000
31 August 2026
MEMORANDUM FOR RECORD
FROM: 130th AW
MSG / MSC
1679 Coonskin Drive Charleston, WV 25311
SUBJECT: Limited Competition Justification for InBody 770 Purchase, W50S9J-26-P-0016
Local Control Number: SS2026-18
1. Contracting Activity West Virginia Air National Guard (WVANG) 130th MSG/MSC McLaughlin ANG Base Charleston, WV
2. Nature and/or Description of Action Being Approved The 130th AW Contracting Office intends to award a firm fixed price, sole-source contract to Biospace, Inc dba InBody. The procurement will be executed as a new firm-fixed-price (FFP) delivery order against a General Services Administration (GSA) Multiple Award Schedule (MAS) contract. This procurement will utilize RFO GSAM 538.71.
3. Description of Supplies/Services Required to Meet the Agency’s Needs The requirement is for two (2) InBody 770 Body Composition Analyzer to measure Weight Height Ratio (WHtR) as part of the required Air Force physical fitness tests.
• Vendor: Biospace, Inc. (UEI MTGTVFNHLF74 / CAGE 4WXY5)
• Estimated Cost: $32,305 (Total includes shipping and warranty).
4. Authority and Identification of Statutory Authority This acquisition is conducted under the authority of the GSA Federal Supply Schedule program.
In accordance with GSA Class Deviation RFO-2025-FSS-GSAR 538, specifically GSAM/R 538.7104-3(a) (under the Revolutionary FAR Overhaul - RFO), ordering activities are authorized to restrict competition and execute a sole source justification when only one source is reasonably capable of providing the products, services, or solutions required.
5. Reason/Justification for Limiting Sources The specific brand-name equipment is required because the Air Force Physical Fitness Readiness Program (PFRP) has established strict regulatory mandates that can only be met by this exact model.
• Mandatory Air Force Directive: Under Department of the Air Force Manual (AFMAN) 36-2905, Air Force Physical Fitness Readiness Program, dated 24 March 2026, Force Support Squadron (FSS) Fitness Assessment Cells (FACs) are explicitly required to acquire the InBody Model 770 to conduct physical fitness readiness assessments.
Furthermore, a policy clarification was issued on 14 May 2026 by Mr. Jason Ham, AF/ A1PP, that the InBody 770 is the required equipment.
• Explicit Equipment Requirement: Section 3.1.2.1.2 of AFMAN 36-2905 states that Body Fat Assessments (BFAs) must be conducted using Bio-impedance (BIA) scales, declaring that the required equipment is the InBody (model 770).
• Secondary BFA Trigger: Section 3.15.4.7 directs that a secondary BFA must be accomplished for members identified with a Waist-to-Height Ratio (WHtR) of who do not meet the composite PFRA standards using the InBody Model 770 scale.
• Lack of Substitute Products: No other bio-impedance analyzer is authorized by name or certified under Air Force directives, procurement of any alternative commercial scale would directly violate the explicit mandates of AFMAN 36-2905 and invalidate official military assessments.
• Data Defensibility and Uniformity: The InBody 770 utilizes Direct Segmental Multi-frequency Bioelectrical Impedance Analysis (DSM-BIA), which does not rely on empirical estimations (like age or gender) to calculate body composition. This ensures standardized, scientifically accurate, and legally defensible scoring across the total force, protecting the Department of the Air Force from litigation during administrative actions, medical referrals, or remedial fitness program enrollments.
6. Market Research Market research indicates that while other commercial BIA devices exist, none can comply with the regulatory mandates or the technical definitions explicitly required by the Air Force Physical Fitness Readiness Program. However, searches of GSA Advantage confirm that the InBody 770 is available from GSA Federal Supply Schedule (FSS) vendors, ensuring full compliance and competitive pricing under GSAM/R Subpart 538.71.
7. Determination of Fair and Reasonable Cost The Contracting Officer will determine the price to be fair and reasonable prior to award by comparing the quotation to historical prices, the GSA Advantage schedules, or commercial price lists.
8. Other Facts Supporting the Justification The immediate procurement of the InBody 770 is critical because the official scored testing under the new physical fitness standards begins on September 1, 2026, following a diagnostic period from March 1, 2026, through August 31, 2026. FAC staff must receive, install, and obtain training on the InBody 770 during the diagnostic window to ensure seamless operations prior to official scored testing.
9. Technical and Requirements Certifications I certify that this justification is accurate and complete to the best of my knowledge and belief.
10. Contracting Officer Certification & Approval I hereby determine that the circumstances of this acquisition deem only one source reasonably capable of providing the products required, and that the anticipated cost to the Government will be fair and reasonable.
