AWARD NOTIFICATION

Solicitation Number:SS1301-16-RP-0011

Type:FAR Part 12 Commercial Item Procurement

BACKGROUND

Solicited as a multiple award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract opportunity, this requirement was solicited through the Government wide Point of Entry at www.fbo.gov . The Presolicitation Synopsis was published on March 11, 2016 and the solicitation was issued on May 4, 2016. The solicitation closed at 10:00 am on May 24, 2016.

In determining which proposal(s) provide the best value to the Government, an integrated evaluation and assessment of offers was conducted. The evaluation consisted of three factors; Technical, Past Performance and Cost/Price. The Technical factor is more important than Past Performance and when the two non-price factors (Technical and Past Performance) are combined, they are approximately equal to price.

The Continental United States and its territories were divided into three distinct regions for pricing purposes; Mid-Atlantic, South-Central and Western. The preponderance of the work was stated to be required in the Mid-Atlantic region, but all offerors were required to propose on at least two of the three regions.

This procurement was a total small business set-aside.

OFFERS

There was a tremendous amount of competition for this opportunity. A total of 126 offers were received from all over the entire country. All socio-economic categories of small business were represented with sufficient numbers.

All offerors except for six (6) proposed on all three cost regions.

EVALUATIONS

All proposals were thoroughly evaluated. Each Volume of information was evaluated by an independent team.

Volume I: Technical Capability Proposals. An adjectival rating system was used based on the identified strengths, weaknesses and/or deficiencies identified in the proposal as related to the technical elements required in Section M of the solicitation. The adjectival rating system included ratings of; Excellent, Satisfactory, Marginal and Unsatisfactory.

Point of Reference: There were eleven (11) technical proposals rated Excellent and eighty-two (82) rated satisfactory.

Volume II: Past Performance Proposals. An adjectival rating system was used based on the identified relevancy of similar efforts and how well the offeror performed with regard to timeliness, responsiveness, quality and cost control as stated in Section M of the solicitation. The adjectival rating system included ratings of; Excellent, Satisfactory, Neutral, Marginal and Unsatisfactory.

Point of Reference: There were five (5) past performance proposals rated Excellent and ninety-four (94) rated satisfactory.

Volume III: Price and Business Proposals. Proposed prices were evaluated but not scored. Proposed prices identified in Section B (attachment J.1 rev 02) were evaluated by multiplying the price per each labor category (LCAT) respective year by the Government’s estimated quantities (hours per LCAT) required in each corresponding respective year -- years one (1) through five (5). The total of each labor category over the five (5) years represented a weighted price. The estimated quantities were not disclosed. The total of all weighted LCATs were summed to obtain a total evaluated price.

This process was completed independently per region. Those offerors who proposed for all three regions had three price points, those who proposed for only two regions had two price points. Each region stood alone for consideration based on its evaluated price, although as stated in the solicitation, the cost of administration would be considered when determining how many awards to make.

Point of Reference: The following provides the span of pricing as evaluated. For comparison purposes, a “Total” column is provided which shows the sum of all three regions:

Mid-Atlantic: $23.43m - $65.53m

South-Central: $21.09m - $59.49m

Western: $23.43m - $65.53m

Total: $67.96m* - $190.54m

*Compares only those who proposed all three regions.

Two offerors were determined to present the best value price and non-price factors combined and selected for contract awards. Each awardee proposed on all three regions:
