Special Notice for Sole Source Contract Award

The Treasury Common Services Center (TCSC), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), intends to award a sole source contract to Absolute RSD, LLC for renovation and buildout services at TTB Headquarters located at 1310 G Street NW, Washington, DC 20005. The sole source justification is based on building lessor restrictions that only permit approved contractors to perform construction activities within the leased premises. Absolute RSD, LLC is the sole contractor authorized by the lessor to perform this work, and no other source can provide these services due to facility access restrictions. This requirement is not set aside for small business, and no subcontracting requirements apply. The anticipated period of performance is six months from date of award.

The scope of work includes comprehensive office renovation on the 5th Floor, encompassing selective demolition, partition construction, gypsum board installation to Level 4 finish, ceiling work, carpet and cove base replacement, painting, HVAC modifications, electrical and fire alarm upgrades (including 36 LED fixtures, 5 exit lights, 9 switches, 48 duplex receptacles, and 12 ring-and-string pathways), sprinkler relocation, and final cleaning. The contractor must furnish all labor, supervision, materials, equipment, and required permits. Performance will be coordinated with the Government and lessor to minimize disruption. The Product Service Code is Z2AA (Repair or Alteration of Office Buildings), and the NAICS Code is 236220 (Commercial and Institutional Building Construction). Qualified contractors may submit capability statements, proposals, or quotations by Friday, August 21, 2026 at 12:00 PM Eastern Time to purchasing@fiscal.treasury.gov. Responses must clearly demonstrate capability to meet all requirements; however, capability statements demonstrating renovation experience alone will not overcome building access restrictions. If no response demonstrates greater advantage to the Government, award will be made solely to Absolute RSD, LLC. Submissions must include company information, UEI number, product details, contract vehicle availability, and a capabilities statement not exceeding 5 pages. Only Microsoft Office non-macro enabled and PDF documents are acceptable; executable files and other specified extensions are prohibited.
