About this file

This document is a Special Notice and Justification for Exception to Fair Opportunity (SF 1014) for a sole-source acquisition of LexisNexis Accurint XML Batch Search Licenses.

The Treasury Common Services Center (TCSC), acting on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), issued an Intent to Sole Source for LexisNexis Accurint XML Batch File Search licenses. The product enables organizations to automatically check or update large lists of people, businesses, and assets by uploading data files or connecting systems via API, with results returned in structured XML format. The acquisition covers a 12-month base period plus four 12-month option periods, with a need-by date of August 18, 2026. The vendor is LexisNexis, a division of RELX, Inc. (UEI: LKAAJG8KK4U1), classified as Other than Small Business under NAICS 519290/PSC 7A21. The justification for sole-source acquisition cites FAR 16.505(b)(2)(i)(B), asserting that only LexisNexis possesses the unique technical capabilities, proprietary algorithms, and patented hardware/software required. Market research identified competing products (BatchData, PropStream, Experian Batch, Equifax ID, CrimeTracer, and Lynx Sentinel) but determined they lack required features including advanced Legal ecosystem integration, real-time phone matching, proprietary entity resolution, and database scale. Pricing has been pre-negotiated through the Library of Congress FEDLINK contract (LCFDL19D0028) and determined fair and reasonable based on historical pricing comparisons.

Prospective vendors had until 10:00 AM EST on August 24, 2026, to submit written responses to purchasing@fiscal.treasury.gov demonstrating capability to meet all acquisition characteristics. Required submission materials included company identification and contact information, business size/socioeconomic status, proof of product availability through Government contracts or open market, narrative description of how the proposal meets requirements, a capabilities statement not exceeding five pages, and UEI number. Unacceptable file formats included executable and compressed files (.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, .zip); Microsoft Office-compatible documents were acceptable. If no qualifying response was received by the deadline demonstrating ability to meet all requirements, TCSC would award on a sole-source basis to RELX/LexisNexis.

The purpose of this Justification for an Exception to Fair Opportunity is to obtain approval to award a sole-source, firm-fixed price contract for the purchase of LexisNexis Accurint XML

Batch File Search licenses. The need-by date is 08/18/2026 and the anticipated period of performance is one (1) 12-month base period plus four (4) 12-month option periods.

2.b Name of the vendor.

LexisNexis, a division of RELX, Inc. (UEI: LKAAJG8KK4U1)

Business Size: Other than Small Business

NAICS: 519290 / PSC: 7A21

2.c Requisition No.:

2.d Bridge contract: ☐ Yes ☒ No 2.e Brand name: ☐ Yes ☒ No

3.a A description of the supplies or services required to meet the agency’s needs:

The proposed acquisition is to acquire LexisNexis Accurint XML Batch File Search licenses for TTB-Field Ops location at 1310 G Street NW Suite 300 East, Washington, DC 20220.

Accurint XML Batch File Search lets organizations automatically check or update huge lists of people, businesses, and/or assets simultaneously. Instead of typing names one by one into a search bar, a user uploads a large data file (or connects their system directly via API), and the system automatically matches the records against billions of public data points, returning the updated information in a structured, machine-readable XML format.

3.b Includes IT: ☒ Yes ☐ No NAICS 519290 / PSC 7A21

3.c IGCE/Estimated dollar value:

The IGCE for the requirement is , broken down as follows:

Base Period: $

Option Period 1: $

Option Period 2: $

Option Period 3: $

Option Period 4: $

4.a Identification of the exception to fair opportunity being used:

☐ FAR 16.505(b)(2)(i)(A) – The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

☒ FAR 16.505(b)(2)(i)(B) – Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

☐ FAR 16.505(b)(2)(i)(C) – The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

☐ FAR 16.505(b)(2)(i)(D) – It is necessary to place an order to satisfy a minimum guarantee.

TO FAIR OPPORTUNITY

ACQUISITION TITLE: Accurint XML

Treasury Standard Form – 1014 (Rev 12/24)

Prescribed by Treasury: DTAP 1016.505

Tracking No.

☐ FAR 16.505(b)(2)(i)(E) – For orders exceeding the simplified acquisition threshold, a statute expressly authorizes or requires that the purchase be made from a specified source.

☐ FAR 16.505(a)(4) – The requirement is for an item peculiar to one manufacturer. (i.e., Brand Name specifications)

4.b Supporting rationale:

The proposed products have the following salient functional, performance characteristics, and level of quality that will satisfy the Government’s needs that no other solutions appears to have at this time, based on current market research efforts conducted by the Government that requires the use of the authority cited in 4(a).

The Alcohol and Tobacco Tax & Trade Bureau (TTB) currently uses LexisNexis Accurint XML Batch File Search licenses and must continue to use only LexisNexis Accurint XML Batch File Search licenses to ensure continuity of operations. LexisNexis Accurint XML Batch File Search service was developed and is only available through LexisNexis.

LexisNexis owns the propriety and patented hardware, software and algorithms that are used in these products and support the services specifically required for this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition.

There are no authorized resellers of this product.

Market research revealed several general-purpose competitors, however, their products do not offer the specific requirements of this procurement. Specifically, BatchData, PropStream, Experian Batch, Equifax ID, CrimeTracer, and Lynx Sentinal. While each offer minimally similar products, none meet the requirements for advanced direct Legal ecosystem integration, real-time phones matching, proprietary entity resolution, or the scale of the database repository, all allowing significantly enhanced searches supporting mission requirements.

5. A determination that the anticipated cost to the Government will be fair and reasonable:

The Contracting Officer determines that the anticipated price(s) will be fair and reasonable based on a comparison of the proposed prices with the Independent Government Cost Estimate

(IGCE) and a comparison with prices paid on historical Library of Congress (LOC) FEDLINK contracts for LexisNexis products. The Library of Congress (LOC) FEDLINK contract that these products are available through is a pre-competed IDIQ contract. The pricing has been pre-negotiated and determined fair and reasonable.

6.a Any other facts supporting this justification:

Previous awards were issued on Library of Congress (LOC) FEDLINK contract

03310319D0028, which is now contract #LCFDL19D0028.

TTB has previously awarded LexisNexis Accurint XML Batch File Search licenses as follows: 20341421F00026 (on LOC FEDLINK contract 03310319D0028)

6.b Attachments: ☐ Yes ☒ No

7. A statement of the actions, if any, the Requiring Activity and Contracting Activity may take to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for the supplies and services is made:

The Requiring Activity will continue will continue to monitor and review marketplace resources and reach out for market research information to ensure that continued availability and competitive pricing is achieved, as well as compare other technology that may become more appropriate in our changing infrastructure and environment.
