TECHNICAL SPECIFICATIONS

DWORSHAK Outboard motor and installation

SCOPE

The following specification pertains to the supply of five (5) Mercury Marine Verado Outboard Motors, two (2) Counter Rotating Mercury Marine Verado Outboard Motors, and the installation of six (6) of the Mercury Marine Verado Outboard motors onto four (4) GOVT vessels. The contractor must deliver and install all components listed above to Dworshak Dam and Reservoir (Dworshak Project), Ahsahka, Idaho.

2.0 MERCURY MARINE VERADO OUTBOARD MOTORS – GENERAL REQUIREMENTS

· The outboard motor assemblies must be fully capable, equipped as described in the salient requirements below, and ready for all intended uses upon delivery, assembly, and installation.

· The outboard motor assemblies must not be modified to meet the functional and performance requirements of this specification, other than the addition of optional items.

· The outboard motor assemblies must be constructed of all new materials. No used or returned components will be accepted.

· The contractor shall provide all necessary lubricants for initial startup and operation separate from the spare parts listed below.

· The GOVT does not intend to retain the existing outboard motors. The contractor shall take possession of and dispose of the existing outboard motors.

· All outboard motors provided must be of the same make.

· All installations shall happen at the Dworshak Project. The GOVT has facilities that can be used for the installations. All tooling and equipment necessary to complete the installations, minus a forklift, shall be the contractor’s responsibility. The installations can only take place Monday through Thursday.

· All propellers provided shall be of the same make, size, pitch, and model.

· All Outboard motors provided shall be new from the manufacturer and be the most recent model offered.

· All submittals designated for government approval will be designated as approved or disapproved. The contractor must not proceed with the scope of work the submittal pertains to until receiving a fully approved submittal. Submittals must be submitted a minimum of 15 days in advance of procurement to allow time for government review.

3.0 MERCURY MARINE VERADO 250

The critical defining elements for the Mercury Marine Outboard Motor assemblies include:

3.1 Mercury Marine Verado 250 Performance and Materials Requirements

· The outboard motors must be 250 horsepower.

· The outboard engine propeller shall be of right-hand rotation.

· The contractor shall match the shaft lengths of the outboard engines to the serial numbers listed below. It is the contractor’s responsibility to verify shaft length of each vessel listed below.

· The engine type must be that of a V8 configuration with a displacement of 4.6 liters.

· The alternator must be able to produce 115 Amperes.

· The Cowling covers shall be the color black.

· The outboard motors installed on the twin engine vessels shall be supplied with a stainless steel 4 blade propeller with a diameter of 14.6” with a 15” pitch. The propellers shall be matched to the rotation of the motor.

· The outboard motors installed on the Single engine vessels shall be supplied with a stainless steel 3 blade propeller with a diameter of 15” with a 17” pitch. The propellers shall be matched to the rotation of the motor.

· The outboard motors shall be supplied with adaptor harnesses to utilize existing controls.

· The “spare” outboard motor shall be supplied with a propeller.

4.0 MERCURY MARINE VERADO 250

The critical defining elements for the Mercury Marine Outboard Motor assemblies include:

4.1 Mercury Marine Verado 250 Performance and Materials Requirements

· The outboard motors must be 250 horsepower.

· The outboard engine propeller shall be of left-hand rotation.

· The contractor shall match the shaft lengths of the outboard engines to the serial numbers listed below. It is the contractor’s responsibility to verify and match the shaft length of each vessel listed below.

· The engine type must be that of a V8 configuration with a displacement of 4.6 liters.

· The alternator must be able to produce 115 Amperes.

· The Cowling covers shall be the color black.

5.0 INSTALLATION ONTO GOVT VESSEL (BURLY)

The critical defining elements for the installation of the Mercury Marine Outboard Motor assemblies include:

5.1 Installation Requirements

· The contractor is required to provide all necessary materials, labor, and tooling/equipment to remove the existing outboard motors and to install the new outboard motors on the vessel shown in the attachment labeled “Burly”. Any items not specifically stated/shown in the specifications above or the attachment, that are necessary for the successful installation and operation of the new outboard motors, is the responsibility of the contractor to provide.

· The GOVT will provide a forklift and operator to assist in the removal of the existing outboard motors and the installation of the new Outboard Motors.

· Upon successful installation, the contractor is required to complete a 30-minute commissioning test drive of the vessel. The GOVT will provide a vessel operator for this test and will test all the functions of the newly installed outboard motor. It is the contractor’s responsibility to make any repairs necessary because of any failures/discrepancies resulting from this test.

6.0 INSTALLATION ONTO GOVT VESSEL (ALMAR)

The critical defining elements for the installation of the Mercury Marine Outboard Motor assemblies include:

6.1 Installation Requirements

· The contractor is required to provide all necessary materials, labor, and tooling/equipment to remove the existing outboard motors and to install the new outboard motors on the vessel shown in the attachment labeled “Almar”. Any items not specifically stated/shown in the specifications above or the attachment, that are necessary for the successful installation and operation of the new outboard motors, is the responsibility of the contractor to provide.

· The GOVT will provide a forklift and operator to assist in the removal of the existing outboard motors and the installation of the new Outboard Motors.

· Upon successful installation, the contractor is required to complete a 30-minute commissioning test drive of the vessel. The GOVT will provide a vessel operator for this test and will test all the functions of the newly installed outboard motor. It is the contractor’s responsibility to make any repairs necessary because of any failures/discrepancies resulting from this test.

7.0 INSTALLATION ONTO GOVT VESSEL (WHITEWATER II)

The critical defining elements for the installation of the Mercury Marine Outboard Motor assemblies include:

7.1 Installation Requirements

· The contractor is required to provide all necessary materials, labor, and tooling/equipment to remove the existing outboard motor and to install the new outboard motor on the vessel shown in the attachment labeled “Whitewater 2”. Any items not specifically stated/shown in the specifications above or the attachment, that are necessary for the successful installation and operation of the new outboard motors, is the responsibility of the contractor to provide.

· The GOVT will provide a forklift and operator to assist in the removal of the existing outboard motor and the installation of the new Outboard Motor.

· Upon successful installation, the contractor is required to complete a 30-minute commissioning test drive of the vessel. The GOVT will provide a vessel operator for this test and will test all the functions of the newly installed outboard motor. It is the contractor’s responsibility to make any repairs necessary because of any failures/discrepancies resulting from this test.

8.0 INSTALLATION ONTO GOVT VESSEL (DUCKWORTH I)

The critical defining elements for the installation of the Mercury Marine Outboard Motor assemblies include:

8.1 Installation Requirements

· The contractor is required to provide all necessary materials, labor, and tooling/equipment to remove the existing outboard motor and to install the new outboard motor on the vessel shown in the attachment labeled “Duckworth 1”. Any items not specifically stated/shown in the specifications above or the attachment, that are necessary for the successful installation and operation of the new outboard motors, is the responsibility of the contractor to provide.

· The GOVT will provide a forklift and operator to assist in the removal of the existing outboard motor and the installation of the new Outboard Motor.

· Upon successful installation, the contractor is required to complete a 30-minute commissioning test drive of the vessel. The GOVT will provide a vessel operator for this test and will test all the functions of the newly installed outboard motor. It is the contractor’s responsibility to make any repairs necessary because of any failures/discrepancies resulting from this test.

9.0 SPARE PARTS

The contractor shall provide the following spare parts as a part of this contract:

· Quantity seven (7) Oil change kits.

· These kits are to include the air filter, oil filter, fuel filter, oil in the correct specification and quantity as specified by the manufacturer, and lower unit gearcase oil.

· Quantity one (1) Right-hand rotation propeller of the same make/size/pitch/model supplied on the “Twin engine” outboard motors above.

· Quantity one (1) left-hand rotation propeller of the same make/size/pitch/model supplied on the “Twin engine” outboard motors above.

· Quantity one (1) Right-hand rotation propeller of the same make/size/pitch/model supplied on the outboard motors above.

· Quantity one (1) counter rotation lower unit assembly.

· Quantity eight (8) torque sleeves for propellers and lower units.

10.0 Warranty

· All components supplied must be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. All warranty work will be done without delivery or shipment fees (including travel or on-site work). All warranty work must be completed at the Dworshak Project. All parts and components covered by a manufacturer’s warranty greater than one (1) year must prevail.

11.0 SUBMITTALS

11.1 Pre-Award Submittals

The offeror must submit the following items for government approval in the timeframes listed below after the award of contract:

· 11.1.2 Catalog Cut Sheets and Performance Information

· The contractor must provide cut sheets and performance information clearly demonstrating compliance with the above stated qualifications for acceptance in sections 3.0 through section 9.0. Failure to demonstrate all above listed items will result in the bid not being considered technically acceptable.

12.0 SECURTIY REQUIREMENTS

12.1 General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirement. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of U.S. Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures—this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

12.2 Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

12.3 Escorting in classified and/or sensitive areas: In accordance with applicable regulations, all contract personnel who do not possess the appropriate security clearance or access privileges will be escorted in areas where they may be exposed to classified information or operations, sensitive information or activities, or restricted areas.

12.4 Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

13.0 SHIPMENT, DELIVERY

All items must be delivered FOB to Dworshak Project on or before April 15th, 2025. The Contractor must be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Dworshak Project. Deliveries must only be conducted during normal Dworshak Project business hours, Monday–Thursday 7:30 a.m. – 4:30 p.m., excluding federal holidays. Notify the Government of delivery seven (7) days prior to shipment by providing the date & estimated time of arrival.
