About this file
This is a Statement of Work for load bank testing of emergency power supply systems and fuel quality testing at 14 Great Plains Area Indian Health Service (IHS) locations in North Dakota and South Dakota.
The contractor shall perform annual load bank testing and fuel quality testing at facilities in Belcourt and Ft. Yates (ND); Eagle Butte, Ft. Thompson, Kyle, Lower Brule, McLaughlin, Mobridge, Pine Ridge, Rapid City, Rosebud, Sisseton, Wagner, and Wanblee (SD). The base contract period extends from the date of award through December 31, 2026, with four one-year option periods through December 31, 2030. Annual load bank testing must be completed within 365 days (±30 days) of the prior year's test, or within 60 days of notice to proceed for the base year. The contract includes a three-year combined four-hour load bank test during the second option year (2028). Load bank testing requires pre-startup inspections, cold starts, load transfers at 50 percent and 75 percent of maximum continuous rated load, monitoring of voltage, frequency, amperage, oil pressure, and water temperature at 15-minute intervals, and post-test procedures. Fuel quality testing uses ASTM standards. Contractor personnel must possess appropriate credentials from NFPA, EGSA, state licensing boards, or ASTM. The contractor shall submit a proposed inspection schedule for approval, notify facility managers 72 hours before service, complete reports within 20 workdays of final site visit, and submit a single consolidated invoice covering all locations with accompanying reports. Testing shall occur between 8:00 AM and 5:00 PM Monday through Friday, excluding national holidays unless approved. The government will pay a fixed price with progress payments upon acceptance and proper invoice submission. All invoices must be submitted through the Invoice Processing Platform (IPP).

2. Scope of Work (SOW): Perform an annual load bank and fuel quality test of the emergency generators located at selected Great Plains Area facilities. The contractor shall provide all material, labor, equipment, and supervision required to accomplish the following:
A. Load Bank Test.
1. Pre-startup inspection.
a. Check fuel tank level.
b. Check coolant level.
c. Check engine oil level.
d. Connect the load bank to the output of the generator.
2. Generator startup.
a. Start the generator by simulating a normal power failure from a “cold start” by use of the test switch on the automatic transfer switch or by disconnecting the normal power supply to
EPSS.
b. Allow the generator to reach normal operating temperature.
c. Watch and listen for any potential problems or abnormal noises.
i. If any problems are identified, do not proceed with the test and notify the PO and Facility Manager of the problem.
3. Load transfer (Annual).
a. Transfer the load to EPS.
b. Increase the load until each leg carries at least 50 percent of the maximum continuous rated load of the generator.
c. Record the time and the running time meter (RTM) reading to “start” the 90-minute load bank test.
d. Check and record the AC voltage, frequency, and amperage of each leg.
e. Check and record initial oil pressure and water temperature.
f. Monitor the generator for overheating, listen for unusual noises, and record the AC voltage, frequency, and amperage of each leg, along with the oil pressure and water temperature every 15-minutes of runtime while maintaining a load of at least 50 percent for a minimum running time of 30 continuous minutes.
i. If a problem develops, shut the generator down quickly to minimize damage and notify the PO and Facility Manager of the problem.
g. Increase the load until each leg carries at least 75 percent of the maximum continuous rated load of the generator.
STATEMENT OF WORK Page 5
h. Record the time and the RTM reading immediately after the 75 percent load is applied. This time indicates the “start” of the final 1-hour runtime at 75 percent to complete the 90-minute load bank test.
i. Continue to monitor the generator for overheating, listen for unusual noises, and record the AC voltage, frequency, and amperage of each leg, along with the oil pressure and water temperature every 15-minutes of runtime while maintaining a load of at least 75 percent for a minimum running time of 60 continuous minutes.
4. Load Transfer (3-Year/4-Hour).
a. Transfer the load to EPS.
b. Increase the load until each leg carries at least 30 percent of the maximum continuous rated load of the generator.
c. Record the time and the running time meter (RTM) reading to “start” the 4-hour load bank test.
d. Check and record the AC voltage, frequency, and amperage of each leg.
e. Check and record initial oil pressure and water temperature.
f. Monitor the generator for overheating, listen for unusual noises, and record the AC voltage, frequency, and amperage of each leg, along with the oil pressure and water temperature every 15-minutes of runtime while maintaining a load of at least 30 percent for a minimum running time of 180 continuous minutes.
i. If a problem develops, shut the generator down quickly to minimize damage and notify the PO and Facility Manager of the problem.
g. Increase the load until each leg carries at least 75 percent of the maximum continuous rated load of the generator.
h. Record the time and the RTM reading immediately after the 75 percent load is applied. This time indicates the “start” of the final 1-hour runtime at 75 percent to complete the 4-hour load bank test.
5. Post-test procedure.
a. Remove the loads gradually after the test, and allow the generator to run under light load for 1-hour.
b. Remove all loads 5 to 10 minutes before shutting the generator down.
c. Return the test switch to normal and reestablish the normal power supply.
d. Place the unit in automatic operation.
STATEMENT OF WORK Page 6
