Sole Source Notice

S-62900-00013259

The Oregon Department of Forestry (“ODF”) intends to enter in a sole source Contract with Drone Amplified to purchase a Defense Innovation Unit (“DIU”) Blue Package Freefly Alta X Uncrewed Aerial System (“UAS” “drone”) Platform that meets current Federal Aviation Administration (“FAA”) and National Defense Authorization Act (“NDAA”) federal requirements. The DIU Blue Package Freefly Alta X UAS Platform will be utilized in forest management activities (e.g. forest health monitoring, prescribed burns, wildfire suppression, reforestation assessments, hazard and/or site evaluations, etc.) operating across all land ownerships within the state of Oregon.

Pursuant to ORS 279B.075 (2)(d) and OAR 125-247-0275(2)(d), the goods and services are available from only one source. The sole source applies to the purchase of a federally approved drone outlined as DIU Blue Package Freefly Alta X UAS Platform. At this time, Drone Amplified is the only company that produces the necessary IGNIS 2.0 aerial ignition system, hardware and software that enables UAS platforms to be used for forest management activities and meets the required payload capacity. Per federal regulatory requirements, UAS platforms must be completely comprised of parts made within the United States as well as include specific security measure around encrypted frequencies between the UAS platform and the remote control needed to fly it. The DIU Blue Package Freefly Alta X has been reconfigured by Drone Amplified with their IGNIS 2.0 system to meet the federal government changes made with regards to what UAS platforms may be used on federal ground.

Technical Requirements

The vendor must supply a Freefly Alta X drone that meets the following specifications:

• Flight Time – minimum of 50 minutes without payload and minimum of 25 minutes with IGNIS 2.0 payload

• Payload Capacity – minimum 35 lbs. (must support aerial ignition and surveying equipment)

• Navigation – GPS enabled with RTK positioning for high-accuracy mapping

• Legal Compliance – FAA compliant for operations on federal and private lands

• Modular Design – Compatible with IGNIS 2.0 aerial ignition system, thermal cameras, and LiDAR sensors

• Weather Resistance – IP rated for operations in light rain and moderate winds

• Redundancy – Redundant propulsion and power system for enhanced reliability

• Obstacle Avoidance: Equipped with LiDAR based avoidance sensors

Controller Requirements:

• Freefly Herelink Controller or Equivalent

• Integrated real-time video feed display

• Long-range operation capability (minimum 3 miles)

• Secure data transmission and GPS tracking

• Compatibility with mission planning software

Required Accessories and Additional Equipment:

• NDAA Aerial Ignition (Silvus) System

• Alta/Pilot Pro GCS (Ground Control Station)

• Thermal Camera Package (for fire monitoring and tree stress assessment)

• 8 Batteries (for extended field operations)

• Double Charger Kit (for efficient battery management)

• Spare Propellers

• Spare Parts Kit

• Fire ignition payload for controlled burns and wildfire suppression

Vendor to provide the following items:

• One (1) Freefly Alta X drone

• One (1) IGNIS 2.0 aerial ignition system

• One (1) Freefly compatible controller

• User manuals and training documentation

Compliance and Regulations:

• The drone must be fully compliant with FAA Part 107 regulations for commercial UAS operations

• The drone must be fully compliant with 2024 National Defense Authorization Act

• The drone system must meet all federal, state, and local cybersecurity and data privacy policies

Protest

Any vendor that wishes to protest this sole source must prove that their equipment is fully compliant with all applicable federal, state, and local regulations and policies, meets or exceeds the specifications of a DIU Blue Package Freefly Alta X UAS Platform, is compatible with parts and maintenance needs per federal requirements and the IGNIS 2.0 aerial ignition system hardware and software that enables UAS platforms to be used across all land ownerships within Oregon for forest management activities.

In order to protest this sole source determination, a protestor must present detailed proof that they are able to provide a UAS Platform drone for forest management activities with all products being made in the United States and meeting all applicable federal regulations.

If another vendor believes they can provide the required hardware, software and platform while meeting all regulatory and technical requirements described in this notice, they have until 3/26/2025 at 2:00 PM to submit a protest. Protests must include the OregonBuys solicitation number, S-62900-00013259, in the subject line of the email and be emailed to the Single Point of Contact (SPC) identified below:
