NOTICE OF INTENT-SOURCES SOUGHT

The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with GT Software for ASSIST/TS TUTOR/TS software maintenance renewal. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 6.305.

The objective of this effort is to obtain annual software maintenance from the Original Equipment Manufacturer (OEM) GT Software for ASSIST/TS TUTOR/TS software maintenance. The period of performance will consist of a 1-year base period and two 1-year option periods. The period of performance for the base year is 01 October 2025 through 30 September 2026. Software maintenance includes the receipt of new versions and releases of software products. This software is incorporated in the DISA Operations center architecture and mainframes.

GT Software is the OEM and the only source of ASSIST/TS TUTOR/TS software maintenance. The software maintenance includes maintenance upgrades (versions and releases), problem resolution (patches, fixdocs, Program Temporary Fix (PTF), and keys/passwords). This software will support DISA Operations Center standard architecture, mainframes CPU01 and CPU02, located in the Ogden, UT, enterprise service center. However, the software may be transferred to other locations within DISA. Software requirements will be reassessed when the current software becomes obsolete and needs to be replaced.

DISA policy mandates that all software in the enterprise must have an active maintenance contract in order to ensure the most recent software versions are provided, as well as, published patches and fixes. GT Software has confirmed that software maintenance for the DISA licenses is only available from GT Software, as such, all maintenance contracts for this software have been awarded to the OEM.

At this time, the incumbent contractor GT Software is the only source capable of providing all necessary services because GT Software is the only source from which to purchase ASSIST/TS TUTOR/TS software maintenance.

The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 10 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.

The North American Classification System (NAICS) code 541511-Custom Computer Programming Services will be used for determining company size status.
