About this file

This is a Sources Sought Notice for market research purposes issued by the National Institute of Standards and Technology (NIST) Boulder Campus. NIST is seeking qualified small business contractors to perform a firm-fixed-price construction project involving the removal and replacement of two existing wooden stair assemblies in Building 2's lower-level mechanical room. The scope of work includes demolition and legal disposal of one 5-riser and one 9-riser wooden staircase, followed by fabrication and installation of new galvanized steel stair assemblies with slip-resistant industrial treads and code-compliant handrails and guardrails. Due to restricted access within the mechanical room, all stair assemblies must be field-fabricated and installed in place with required on-site welding and secure anchoring to the existing structure. The work also encompasses coordination with existing mechanical, electrical, and plumbing systems; protection of adjacent surfaces; cleanup and debris removal; and compliance with applicable building codes, OSHA regulations, and NIST safety and security requirements.

Interested small business contractors—including SB, SDB, WOSB, HUB Zone, VOSB, and SDVOSB firms—must submit a capability statement not exceeding ten pages by March 27, 2026, at 5:00 PM MT to lauren.lopez@nist.gov. The statement should include company information, UEI number, primary contact details, business size and socio-economic status, relevant construction experience, bonding capacity, technical capability discussion, and confirmation of ability to perform firm-fixed-price contracts in Boulder, Colorado. The applicable NAICS code is 238120 (Structural Steel and Precast Concrete Contractors), and the anticipated period of performance is 120 days from award. This Sources Sought notice is for information and planning purposes only and does not commit the Government to award a contract. All vendors must be registered at www.sam.gov for potential contract award. No reimbursement will be provided for submission costs.
