About this file

This is a Sources Sought Notice issued by the Mission Installation Contracting Command (MICC) at Dugway Proving Ground for C-Band Doppler Radar life cycle replacement parts. The U.S. Government currently intends to award a sole source contract to Enterprise Electronics Corporation (EEC), the Original Equipment Manufacturer, but is seeking alternative vendors capable of supplying the required components to support competitive procurement. The notice emphasizes that EEC holds exclusive rights to proprietary technical data and specialized manufacturing processes necessary for component compatibility, making procurement from alternative sources costly and time-consuming. The anticipated NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1,350 employees.

The contractor must furnish seven specific C-Band Doppler Radar components: one Pulse Profile RF Sensor, one Dehydrator (230V, 50-60Hz), one Rotary Joint for Elevation Axis, one Fiber Optic Rotary Joint for Azimuth Axis, one Drive Motor (AZ or EL), one TSG Assembly, and one IQ2 IFD Assembly (SIDPOL). Interested parties must submit a capabilities statement not exceeding five pages to Laurel Brown at laurel.j.brown7.civ@army.mil by April 29, 2026, at 10:00 AM Mountain Daylight Time, including firm information, technical capabilities, pricing details, previous experience on similar requirements, commercial availability information, and recommendations for structuring contract requirements to facilitate competition. Small businesses in all socioeconomic categories are encouraged to respond. This notice does not constitute a formal solicitation, and no quotes, bids, or proposals are being accepted at this time; the Government will not pay for any costs incurred in response to this notice.

SOURCES SOUGHT NOTICE

C-Band Doppler Radar Life Cycle Replacement Parts

THIS IS A Sources Sought Notice ONLY.

The U.S. Government desires the procurement of proprietary C-Band Doppler Radar components from Enterprise Electronics Corporation (EEC), the Original Equipment Manufacturer (OEM), for life cycle replacement. The Mission Installation Contracting Command (MICC) Dugway Proving Ground (DPG) currently intends to award a contract on a sole source basis, but is seeking vendors that may be able to supply the required components to support a competitive procurement. We encourage all small businesses, in all socioeconomic categories (including 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirements at a fair market price.

This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S.

Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE), SAM.gov. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The anticipated NAICS code is: 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a corresponding size standard of 1350 employees.

ACQUISITION PURPOSE AND OBJECTIVES:

The West Desert Test Center at Dugway Proving Ground requires the procurement of specialized C-Band Doppler Radar components to replace obsolete parts currently at high risk of failure due to end-of-life cycle. These components must be sourced from Enterprise Electronics Corporation (EEC), the Original Equipment Manufacturer (OEM), to ensure seamless system integration and sustain mission-critical operations. Because EEC holds exclusive rights to the proprietary technical data and specialized manufacturing processes required for component compatibility, procurement from an alternative source would result in unacceptable delays and a significant duplication of costs.

The Contractor shall furnish the following life cycle replacement parts:

Item Quantity Pulse Profile RF Sensor 1 Dehydrator, 230V, 50-60Hz 1 Rotary Joint, C-Band - Elevation Axis 1 Fiber Optic Rotary Joint, C-Band - Azimuth Axis 1 Drive Motor (AZ or EL) 1 TSG Assembly, C-Band 1 IQ2 IFD Assembly, SIDPOL 1
